초록

본 연구의 목적은 반(半)국적 관점이 아닌 전국적 관점에서 평화복지체제 실현을 위한 필요조건이 무엇인지를 탐색하는 것이다. 본 연구는 일부 평화복지국가 담론이 남한 내의 지역적 범위에 머물러 있는 반국적 관점이라는 문제제기를 한다. 평화복지국가를 대안 이론으로 제시하자면, 남한을 넘어 한반도를 그 적용대상으로 확대할 필요가 있음을 강조한다. 본 연구는 먼저 평화복지국가의 이론적 기여를 확인하고, 평화복지국가의 전국적 관점의 부족, 항구적 평화체제로서의 통일 논의 부족, 북한 인민의 복지에 대한 관심 부족을 비판적으로 고찰한다. 다음으로 전국적 범위에서의 한반도 평화복지체제는 남과 북이 합의한 6ㆍ15 공동선언의 연합ㆍ연방 통일방안과 한반도 경제공동체가 존재하기에 가능하므로, 이에 대한 역사적 의의를 설명한다. 다음으로 전국적 관점에서의 평화복지 달성을 위한 필요조건을 탐색적으로 제시한 다. 정치군사적 조건으로 한반도 비핵화의 실현, 종전선언과 평화협정 체결, 남한 국회비준과 미국 상ㆍ하원 비준, 경제사회적 조건으로 유엔안전보장이사회의 대북제제 취소결의안 채택, 한반도 경제공동체 건설, 사회ㆍ문화ㆍ체육ㆍ환경 부문의 정부ㆍ민간 남북교류 확대와 국가보안법 철폐 등의 법적 조치, 사회복지 대상별ㆍ분야별 만남과 남북간 사회보장협정 체결 등의 사회복지 분야의 전향적 교류협력사업, 주체세력형성 조건으로 민간과 국가의 양 주체의 중요성 및 남ㆍ북ㆍ해외 연대ㆍ연합운동을 제시한다.

영어초록

The purpose of this study is to explore what is a necessary condition for the realization of the peace welfare system from a national perspective rather than a half-national point of view. This study raises the question that some discourses of peace welfare state remain in the regional scope of South Korea. To present the peace welfare state as an alternative theory, it emphasizes the need to expand the Korean Peninsula beyond the South. This study first examines the theoretical contribution of the peace welfare state, critically examines the lack of nationwide perspectives, the lack of discussion of unification as a permanent peace system, and the lack of interest in the welfare of the North Korean people. Next, this study explains the historical meaning of confederation-federal unification plan and economic community of the 6ㆍ15 Joint Declaration agreed by the South and the North. As for the necessary conditions for achieving peace welfare regime from the national point of view, it is necessary to realize the denuclearization of the Korean peninsula,declaration of the end of war and peace agreement, ratification of the South Korean National Assembly and both Houses as the political and military conditions. And adoption of the UN Security Council resolution to cancel the North Korea proposal, construction of economic community on the Korean peninsula, inter-Korean exchanges in the society, culture, sports and environment sectors legal, the legal measures such as the abolition of the national security law and prospective exchange and cooperation projects in the field of social welfare such as meeting of social welfare subjects and sectors and signing of social security agreements between the two Koreas is important as the economic and social conditions. And the importance of the private and 80 million nation as the subject are suggested as the condition of the formation of the subject forces.
