한일협력과 역사문제 - 갈등을 넘어 화해로 (Korea and Japan's Reconciliation over the Historical Conflict with Bilateral Cooperation)

초록

한국과 일본은 식민지 지배로 야기된 역사문제를 서로 흔쾌히 동의할 만한 수준에서 해결하지는 못했다. 그렇지만 역사문제로 인한 한국인의 피해를 구제하기 위한 노력을 함께 傾注하여 일정 부분의 성과를 거두었다. 1965년 국교 정상화 당시만 하더라도 일본은 한국을 침략하고 지배한 것에 대해 사죄하고 반성하는 역사인식을 갖지 못하였다. 당연히 보상조치 등도 취하지 않았다. 그렇지만 1990년대 이후 일본은 역사인식과 보상조치 등에서 괄목할만한 진전을 보였다. 일본은 침략과 지배에 대해 사죄와 반성의 뜻을 명확히 표시하고, 인도적이라는 명목으로 재한 피폭자, 사할린에 버려둔 한인, 일본군 ‘위안부’ 등의 피해자에게 여러 가지 지원을 했다. 일본의 이러한 태도변화는 피해자와 그들을 지원하는 운동가 등의 끈질긴 요구에 따른 것이지만, 그것들을 외교 현안으로 수용하여 교섭을 통해 해결을 도모해온 양국 정부의 노력도 무시할 수 없다. 또 역사문제의 본질을 究明하고 해결의 방향으로 여론을 환기해온 연구자, 교육자, 언론인 등의 역할도 적지 않았다. 따라서 지난 반세기 동안 한국과 일본이 역사문제를 현안으로 수용하고 해결을 위해 씨름해온 여정은 양국 관계의 전반적인 발전과정과 궤도를 같이 해온 것이라고 평가할 수 있다.
한국과 일본은 서로 경쟁하고 협력함으로써 둘 다 이익을 확장시킬 수 있는 이웃이다. 밉고 싫다고 해서 이사 갈 수 있는 처지가 아니다. 그러므로 두 나라는 역사대립을 극복하고 역사화해를 이룩하는 것이 바람직하다. 역사화해에 이르는 과정은 서로 성찰과 양보가 수반되는 험난한 여정이다. 그렇지만 한국과 일본이 뜻을 같이 한다면 이루지 못할 일도 아니다.
인류 역사상 제국주의 침략 국가와 식민지로서 지배를 당한 국가 사이에 역사화해를 이룩한 선례가 거의 없다. 따라서 한국과 일본이 함께 노력하여 역사화해를 이룩한다면 인류역사에 새로운 비전을 제시하는 위대한 업적이 될 것이다. 그러므로 한일 양국은 과거와 싸우기보다는 미래를 함께 만들어 간다는 신념을 가지고 역사화해를 위한 공동의 프로젝트를 개발하고 실행할 필요가 있다. 이를 위해서는 한일미래재단 혹은 한일우호신뢰재단을 설립하여 역사문제를 포괄적으로 해결하고 역사인식을 개선하는 사업을 함께 추진해가는 것도 하나의 방법이 될 것이다. 그러다 보면 한국과 일본은 어느새 미래가 과거를 정리해 준 현실을 목도하게 될 것이고, 새로운 문명을 선도한 우아한 품격의 자신을 발견하게 될 것이다.

영어초록

South Korea and Japan were not able to reach a willingly agreeable solution to their historical problems that stem from experiences during Japanese colonial rule. Nonetheless, the two countries put an effort into the relief of Korean victims and succeeded in some parts. At the time of normalization of Japan-South Korea diplomatic relations in 1965, Japan lacked in apologizing and reflective historical awareness regarding the Japanese invasion and occupation of Korea. However, starting from the 90s Japan demonstrated remarkable progress in enhancing historical awareness. Japan clarified its position of apologies and regrets for the past invasions and occupations, and provided diverse aids in the name of humanitarian purposes to Korean victims, such as Korean atomic bomb survivals, Sakhalin Koreans, and “comfort women.“ Such changes in attitude results from persistent demands of victims and activists who support them, but efforts of two governments to introduce their demands as a diplomatic agenda and to solve it through negotiations should be considered into account. Moreover, researchers, teachers, and journalists also played their roles throughout the process by identifying the essence of historical problems and leading public opinions toward the solution of problems. Thus, the half-century process of incorporating and solving historical problems as a diplomatic agenda between Korea and Japan could be understood along with the general developmental track of Korea-Japan relations.
South Korea and Japan are neighbors that should expand their national interests through both competition and cooperation. They are destined to such position regardless of remaining hatred or hostility. So it is desirable for the two countries to overcome historical conflicts and accomplish a reconciliation. However, the pathway toward the historial reconciliation is challenging and requires mutual reflection and concession. Nevertheless, it is a possible future with the commitment of two countries.
There is almost no precedent of historical reconciliation between an imperial aggressor state and a former colonial state. Therefore, the accomplishment of historical reconciliation through mutual efforts between Korea and Japan will present a new vision to the history of humankind as a significant achievement. Hence, it is necessary for the two countries to believe in historical reconciliation rather than conflict by developing and executing joint projects. For instance, the establishment of Korea-Japan’s Future Foundation or Korea-Japan’s Friendship and Trust Foundation for a comprehensive approach to historical problems and for a business toward the improvement of historical awareness could be one of possible methods. At the end, Korea and Japan will encounter a reality in which the future already arranged the past and will discover themselves with higher dignities as those who led the world into a new horizon of civilization.
