공교육 제도에서 공공성의 한계와 교육의 다양성 모델의 검토 (An Arguments of the Model for Diversity of Education as a Limitation of the Public Nature in the Public Education System)

초록

우리는 교육이라는 말을 들으면 바로 학교를 생각한다. 교육에는 학교 외에 가정교육, 사회교육이 존재함에도 불구하고 학교가 교육행위 중의 비율이 가장 크기 때문이다. 학교 자체는 중세 이후 계속 존재하였지만 국민들의 교육에 대한 인식 하에서의 학교 즉, 의무교육의 단계인 초등학교는 불과 100년 남짓의 역사밖에 가지고 있지 않다. 그렇지만 특히 한국에서는 사람들이 학교의 단계에 상관없이 기대하는 것이 상상외로 크다는 것은 엄연한 사실이다. 학교에 진학해서 수학한 후 원하는 학력을 얻는다면 우리의 인생은 장밋빛 전망이 가능하다고 생각한다. 따라서 교육의 담당자인 교사는 절대적 권위를 가지고 있었으며, 가정교육이나 사회교육의 기능도 학교의 교사에 맡겨 왔다. 이렇게 학교가 국가의 통제에 따라 공공성을 강화하는 것이 최고의 선(善)으로 여겨졌던 것이다. 근대국가 성립 이후 공교육의 기본이념을 공공성과 민주주의 실현으로 파악하였기 때문이다. 그러나 현재 사람들의 학교불신, 교사불신이 갈수록 증가하고 있다. 다시 말해 학교의 공공성에 대한 의구심이 날로 증가하고 있다. 현대사회의 대중성은 획일화 움직임과 연결되었다. 수월성 교육과 다원성 교육이 공존하는 교육제도는 불가능한 것인가? 본고는 획일화와 대척점에 있는 교육의 특성으로서 다양성을 들고 공교육 제도의 한계와 과제에 대한 몇 가지 논쟁을 검토하고 전망을 논하였다. 특별히 ‘공교육의 장으로서의 학교’에서는 전통사회의 교육, 학교의 출현과 역할, 우리 공교육의 특징에 대하여 논의하였다. ‘학교교육의 공공성의 한계’와 관련하여 교육격차와 교육의 공공성 및 학교교육의 재구축에 대해 논의하였다. ‘학교 만능주의의 반성과 학교재건 가능성으로서 학교교육의 다양화 시험’을 위해서 자유학교의 문제점과 다원주의 사회에서의 다문화교육을 검토하였으며 공공성의 위기 극복으로서 사학의 건학정신 회복운동에 대하여도 논술하였다.

영어초록

When we hear education, we think of school. This is because schools have the largest proportion of educational activities in spite of the existence of home and social education in addition to school. Although the school itself has existed since the Middle Ages, the school, which is a stage of compulsory education, has only a history of more than 100 years in the public’s awareness of education. However, in Korea, it is quite true that people expect what they expect from school at all levels. If we go to school and study and get the education we want, I think our life is rosy. Therefore, the teacher who is in charge of education had absolute authority, and the function of home education and social education was left to the teacher of the school. In this way, it was considered the best good for schools to strengthen publicity under the control of the state. After the establishment of the modern state, the basic philosophy of public education was understood as the realization of publicity and democracy. However, people’s school distrust and teacher distrust are increasing. In other words, doubts about the publicity of schools are increasing day by day. The popularity of modern society has been linked to the movement of uniformity. Is it impossible to have an education system in which excellence and pluralism coexist? This paper examines and discusses some of the debates and limitations of the public education system, with diversity as a characteristic of education at the same level and in opposition. In particular, the school as a place of public education discussed the education of traditional society, the emergence and role of school, and the characteristics of our public education. In relation to the limitations of the publicness of school education, the educational gap, the publicity of education and the reconstruction of school education were discussed. For the examination of the diversification of school education as a reflection of school universalism and the possibility of school reconstruction, the problems of free school and multicultural education in pluralist society were examined and I also wrote about the restoration of the founding spirit of private education as a way to overcome the crisis of publicity.
