育英公院의 설립과 운영실태 再考察 (Review on the establishment of Yookyounggongwon (the Royal English School) and its management conditions)

초록

1886년 9월 조선정부는 역사상 처음으로 조선 내에서 영어인재를 육성하고자 育英公院을 설립하였다. 미국식 교육제도의 도입뿐만 아니라 동문학을 통한 청의 간섭을 견제하려는 의도에서 기획된 육영공원은 초기에는 성공하는 듯 보였다. 하지만 설립된 지 불과 9년 만에 폐원되고 말았다.
이 연구는 ‘헐버트서신’ 등의 새로운 자료를 적극 활용하여 조선 최초의 근대적 학교인 육영공원의 설립과정과 실제적인 운영실태를 파악하고자 하였다. 그 결과 기존 연구에서 언급하지 못했던 몇 가지 사실들을 밝힐 수 있었다.
청이 동문학을 통해 조선의 교육을 간섭하였다. 고종은 보빙사 등의 제안에 따라 청의 간섭을 견제함과 동시에 영어인재를 양성할 목적으로 육영공원의 설립을 추진하였다. 조선으로 파견된 미국인 교사들은 정식 교사는 아니었지만, 헐버트의 경우 조선으로 파견되기 전 미국의 공립학교 시스템을 파악하고 이를 조선에 이식하려고 노력하였다. 특히, 그는 Whitaker’s Almanack과 Statesman’s Year-book을 저본으로 삼아 1890년 12월에 『민필지』라는 지리 및 역사교과서를 직접 제작해 수업에 활용할 정도로 열성적이었다. 좌원과 우원의 학생들 또한 열심히 수업에 참여하였다.
하지만 육영공원의 운영을 맡은 보수 관료들은 오히려 해원행위를 일삼았다. 6시간으로 규정되었던 강의시간을 4시간으로 단축한다거나 교사들의 봉급을 제때 지급하지 않아 그들의 의욕을 저하시켰다. 그 결과 길모어·헐버트·벙커가 잇따라 사임하면서 육영공원은 1895년 4월에 폐원되고 말았다.

For the first time in Korean history the Joseon government established Yookyounggongwon (the Royal English College) to nurture talented people who were well versed in the English language in Joseon in September, 1886. The establishment of Yookyounggongwon which was planned with the intention of checking the interference of the Qing Dynasty through Dongmoonhak (a government school for training official English interpreters) as well as the introduction of an American educational system seemed to be successful in the early stage, however, it was closed only in 9 years from its establishment.
Utilizing new materials like Hulbert’s letters, I tried to grasp the process of the establishment of Yookyounggongwon, the first modern educational institution in Joseon and its management conditions. And I could clarify several facts that were not mentioned in previous studies.
As the Qing Dynasty interfered in the education of the Joseon Dynasty through Dongmoonhak, King Gojong went ahead with the establishment of Yookyounggongwon in order to check the interference of the Qing Dynasty and nurture talented people who were well versed in the English language at the same time according to the proposal of Bobingsa (the Joseon Dynasty’s first diplomatic mission to the United States) and others. Though the American schoolteachers who were dispatched to the Joseon Dynasty were not the qualified regular teachers, one of them, H. B. Hulbert grasped the American public school system before his coming to Joseon and tried to transplant it to Joseon. In particular, he compiled “Saminpilji”, a textbook on geography and history from Whitaker’s Almanack and Statesman’s Year-book in December, 1890, and he was so passionate that he made use of it for lessons. And the students eagerly attended the lesson, too. (The school was composed of 2 classes, that is, the right class and the left class.)But the conservative government officials who run Yookyounggongwon indulged in harmful activities for it. As they curtailed the lecture from 6 to 4 hours, or didn’t pay salaries for the teachers in time, they frustrated the teachers. Consequently, G. W. Gilmore, H. B. Hulbert and D. A. Bunker resigned their post one after another and Yookyounggongwon was closed in April, 1895.
