두 가지 환류, 그리고 내생적 제도변화: 종합부동산세를 중심으로 (Two Feedbacks and Endogenous Institutional Changes: Focus on the Comprehensive Real Estate Holding Tax)

초록

본 연구는 ‘제도변화가 어렵도록 의도적으로 설계된 제도(변화 저항적인 제도)’의 변화원인과 그러한 변화원인에 따라 어떻게 제도가 변화하는가에 대한 해답을 찾고자 하였다. 이를 위해, 제도변화의 원인 을 2가지 변수, 즉 ‘긍정적 환류(자기강화 요인)’과 ‘부정적 환류(자기부정 요인)’로 설명하였다. 종합부 동산세 제도를 사례로 한 연구 결과, 첫째, 종합부동산세 제도의 변화는 종합부동산세 제도에 내재된 긍정적 환류와 종합부동산세 시행에 따라 형성된 부정적 환류에 의해 이루어졌다. 둘째, 종합부동산세는 두 개의 환류가 동시에 존재하고 있으며 이에 따라 변화가 진행되었다. 즉, 부정적 환류에 따라 종합부동 산세가 대폭 완화되었으나, 동시에 긍정적 환류에 의해 종합부동산세의 완화에 따른 지방교부세의 축소 만큼 제 3의 제도(지방소득 및 소비세의 도입, 지역상생기금의 설치)가 이루어졌다. 이러한 연구결과는 신제도주의의 가장 큰 설명 한계 영역인 내생적 제도변화를 설명하는 새로운 설명 도구를 제시하고 있다는 점에서 이론적 가치를 지니고 있다.

영어초록

This study seeks to explore causes of change of ‘institution(s) which intentionally designed in a way that institutional change to be difficult (change-resistant institution).’ And, it attempts to answer a question on how an institution is changed by what causes of change. This research presents two variables, of ‘positive feedback (self-reinforcing factors)’ and ‘negative feedback (self-restring factors),’ in order to explain the causes of institutional change. Through the case study of the Comprehensive Real Estate Holding Tax (CREHT), this study suggests following findings. Firstly, the positive feedback, which is inherent in the CREHT, and the negative feedback, which is generated by the implementation of it, leads to the institutional change of the CREHT. Secondly, there exist both positive and negative feedback loops simultaneously in the institution of the CREHT; and these feedback loops have driven the institutional change. The negative feedback caused a great relaxation of the tax burdens; however, at the same time, the positive feedback made third institutions (e.g. introduction of local income and consumption taxes, or implementation of local mutual funds) to complement the amounts of reduction of local subsidy taxes resulted from the relaxation of the tax burdens of the CREHT.
These results present an alternative and effective tool for explaining endogenous institutional changes, on which the new institutional approach has failed to provide significant explanations. Developing this framework is also able to contribute to theory-building by new institutionalism approach in explaining institutional changes
