초록

북한의 당군관계는 해방 직후부터 당단체의 조직 여부에 따라 결정되었다.
북한의 공산주의자들은 해방 직후에 보안무력(후에 내무국군대)과 군사학교에 당단체를 설치하였다. 이와 달리 노동당은 1946년 10월에 군대에당단체를 설치하지 않기로 결정하였다. 노동당이 군대에 당단체를 설치하지않은 이유는 해방 직후에 통일전선의 구축을 통해 부르주아민주주의혁명을추구했기 때문이다. 당은 이 같은 혁명노선에 따라 당군화를 추진하지않고 군대에 통일적 통솔권을 보장하였다.
북한의 당과 군대는 1946년 8월에 각 정치세력이 공동의 목표 아래 연합해있는 정치연합체제였다. 김일성은 당과 정권기관에서 우월한 지위를 차지하고 있었지만 이를 배타적으로 장악하지 못했다. 그리고 북한의 무력은1947년부터 동북항일연군 출신과 조선의용군 출신이 분점하였다. 인민군은 국가건설기의 정치연합체제에 따라 통일전선의 군대로 조직되었고, 당과 군대는 이원화되었다.

영어초록

North Korea’s party-military relations appeared immediately after liberation. The organization where the party-military relationship first appeared was a security force under the jurisdiction of the Security Bureau. Party cells were organized in the security department of the provincial People’s Committee. The cells of the military schools were installed in October 1946, and the cells of the soldiers’ troops were installed in 1947. The North Korean Workers’ Party(NKWP) carried out the influence of the party by directing the party organization of the military school to the central party.
The NKWP decided in August 1946 not to establish a party organization in the army. The NKWP has set up a separate department to guide soldiers who are not part of the party organization. In the end, the army grew independent of the party compared to the regime and social organizations. The communists of North Korea did not create an army of the party because it pursued a bourgeois democratic revolution shortly after liberation. As a result, the Korean People’s Army(KPA) was organized as an army of unified front from the first phase of the creation process, and the party and the army became dualized.
NKWP and army was a coalition system in which each political party united under a common goal. From the early days of the construction of the nation, the Northeastern Anti-Japanese Union Army(NAJUA) group had secured an advantage over the military, not the NKWP.
However, Kim Il-Sung was unable to take over the party and the army.
In addition, since 1947, the North Korean revolutionary armed forces have been separated from the NAJUA group and the Korean Volunteer Army group. Therefore, in the process of forming the KPA, the unification of the party and the army and the exclusive domination of Kim Il-Sung were not realized
