모빌리티 생태계 발전과 스타트업 활성화 (An Ecological Approach to the Mobility Ecosystems)

초록

본 연구는 모빌리티 생태계가 어떻게 구성되어 있으며 그 성장 과정을 어떻게 이해할 것인가에 대하여 개념적으로 어떻게 구체화하고 하는지를 조사하고, 이를 바탕으로 국내 모빌리티 생태계의 성장 과정을 분석하였으며, 모빌리티 생태계 발전을 위해 고려해야 할 네 가지 중요한 시사점을 도출할 수 있었다. 첫째, 4차 산업혁명이 시작된 2010년 이후, 모빌리티 생태계는 CASE 중심에서 GPT 기반의 육상-하늘-바다에서 다양한 이동 수단의 발달하는 새로운 모습으로 발전하게 되어, 모빌리티 생태계는 경제학의 생산네트워크 관점으로 보면 다차원적이고 다양성의 관점으로 이해를 할 필요가 있다. 둘째, 모빌리티 관련 생태계에 진출한 스타트업, 벤처기업의 수 그리고 투자액을 도시한 그림을 보면, 전형적인 생산함수의 모양은 이미 한계생산력 체감의 법칙이 작용하는 모습으로 바뀌고 있어서, 기업의 수 및 투자액의 증가율은 양이지만 증가율이 감소하는 모습을 보여주고 있어서, 모빌리티의 새로운 GPT, 인프라에 대한 투자의 선점이 이루어진 것으로 보인다. 셋째, 네트워크 분석방법으로 모빌리티 생톄계를 분석해 보면, 모빌리티 개념을 기반으로 하는 사업적 변형(metamorphic process)은 모빌리티 생태계를 확장하는 역할을 한다. 따라서 모빌리티 개념과 정체성, 그리고 모빌리티 관련 기술들을 중심으로 사업적 변형이 더욱 활발하게 이루어질 수 있는 투자환경이 조성될 필요가 있다. 넷째, 산업간 경계의 붕괴로 인해 모빌리티 생태계에서 벤처기업, 창업은 산업간 칸막이를 유지하면서 지원하는 정책은 그 효과성이 제한적일 수 있다. 따라서 이를 보완하고 산업간의 융합적인 사업적 변형이 가능케 하기 위해서는 STEM 인력의 육성이라는 교육정책과 연결이 필수 불가결할 것이다. 이에 중소벤처기업부는 부처간 협력을 적극적으로 추진하여 벤처기업, 창업, 소상공인의 기업가정신을 활성화 할 수 있는 방안을 지속적으로 개척해 나가야 할 필요가 있을 것으로 보인다. 마지막으로, 국내 모빌리티 생태계에서 모빌리티의 기존의 개념에 입각하여 다양한 형태의 사업이 나타나고 있는 양상과 병행하여 새로운 영역이 모빌리티 생태계로 유입되는 가능성이 포착되는 현상에 주목할 필요가 있다. 특히 새로운 영역이 창발 되는 과정은 아직은 그 빈도가 높지는 않지만, 모빌리티 생태계를 보다 혁신적으로 만들어 낼 수 있는 중요한 마중물이 될 수 있을 것이다. 이를 위해서는 모빌리티 개념과 그 정체성을 확장하여 더 다양한 산업과 특성이 모빌리티 개념과 결합될 수 있는 환경을 조성할 필요가 있다.

영어초록

This study portraits how the mobility ecosystems has been constructed and evolved over time. And this ecological understanding of mobility ecosystems is specified in the Korean context. Drawn from community ecology, we specify (1) how mobility-dedicated de novo firms, as a nucleus of ecosystem creation, emerge in Korea and (2) what sub-fields of mobility are inter-related through forming the de novo firms. To capture how the Korea mobility ecocsystems are constructed, we employ social network analysis methods. Specifically, from the empirical observations that firms dedicated to the mobility field tend to use general purpose technologies (GPTs) to incorporate the knowledge from different fields, we construct 2-mode network constituted by de novo firms and their dedicated fields between 2015 and 2021. These network structures are converted to one-mode networks indicating how different fields are co-located by the creation of a de novo firm over time. Through analyzing such time-series social networks, we found five theoretical, practical, and political implications. First, the general pupose technologies (GPTs) play a critical role in creating the mobility ecosystems. This GPT-based evolution of the mobility ecosystems can provide a multi-dimensional understanding of the mobility fields. Second, given that the resource flows in and around the global moblility ecosystems (i.e. investments, firm formation, ecosystem proliferation etc.) show a decreasing growth pattern since 2018, for the further development of the mobility ecosystems, the financial aspects of the entrepreneurial processes (investments, financing processes, etc.) should be revisited. Third, mobility ecosystems are proliferated with metamorphic processes which unfold in terms of related technologies, their organizational entities and sub-fields involved, and organizational boundaries. We suggest that entrepreneurial-financing policies should be further developed to facilitate the metamorphic processes in the ecosystems. Fourth, the public policies need to foster the inter-connections between different industrial fields. For this, the mobliity ecosystems need to include how human capital can be developed, espeacially in the areas of Science, Technology, Engineering, and Mathemantics (i.e. STEM). Last, entrepreneurial processes bring the opportunities to expand the boundaries of the mobility ecosystems by incorporating disruptive technologies. For this, future studies further investigate how the concept of mobility is incarnated into the entrepreneurs, who can embody the values of moblility through their own business models.
