경기도 특수학교(급) 전공과 운영 활성화를 위한 교사 및 학부모 요구 분석 (A Study of the Needs of Teachers and Parents on Operation of Major Courses at Special Schools (Classes) in Gyeonggi-do Province)

초록

본 연구는 특수학교와 일반학교에 설치된 전공과 운영의 활성화를 위한 교사 및 학부모 간 집단별 요구를 분석하는 데 목적이 있다. 연구를 위해 경기도교육청 소속의 전공과 교사 89명, 고등학교 교사 264명, 학부모 190명이 응답한 설문조사 결과를 분석하였으며, 연구의 주요 결과를 토대로 논의한 결과 얻어진 전공과 운영의 활성화 방안은 다음과 같다. 첫째, 조사 대상들은 전공과의 정체성과 향후 방향성에서 직업재활훈련과 자립생활훈련 중 상대적으로 직업재활훈련이 주요 설치 목적이 되어야 한다는 입장을 강조하였으며, 이 가운데 전공과 과정의 운영 방식에 있어서는 직업재활훈련반과 자립생활훈련반이 모두 고려되어야 한다는 입장을 나타냈다. 그리고 전공과 과정의 향후 방향성에 대해서는 학령기 이후 별도의 직업교육훈련기관으로서 평생교육의 흐름을 반영하는 취지와 이와 관련된 다양한 프로그램 및 콘텐츠가 개발되어야 한다는 입장을 나타냈다. 둘째, 조사 대상들은 전공과 신입생 선발에 있어서 모든 학생들에게 입학 자격을 주거나 공개경쟁 체제에 의해 선발 대상을 자격화 할 필요가 있다는 입장을 밝혔으며, 어느 특정한 평가체제보다는 지필․수행․면접이 균등하게 통합된 체제로 선발하는 방법이 필요하다는 인식을 나타냈다. 이러한 인식 가운데 조사 대상들은 전공과 입학 대상의 학생들을 선발하는 주체로 내․외부 관계자들이 중심이 된 입학사정위원회가 필요하다는 입장을 보였다. 셋째, 조사 대상들은 전공과 운영 현황 및 개선방안에 있어 직업적 능력이나 장애 정도에 따라 학급 편성이 이루어져야 한다는 점과 함께 직업소양 및 태도 교육이나 사회적응훈련 교육 등이 교육과정의 중점 요소로 다루어질 필요가 있다는 입장을 보였다. 아울러, 중증장애학생을 지도하는 것으로부터 전공과 운영의 어려움이 있다는 입장과 함께 장애 맞춤형 직종 및 직무 개발이나 현장지도 능력, 직업적 평가 등이 전공과 교사에게 필요한 역량이라고 응답하였다. 넷째, 조사 대상들은 전공과 운영의 활성화 방안으로 현장 중심의 진로․직업교육과정 운영, 현장실습 공간 확보, 관련 예산 편성 등이 필요하다는 입장을 나타냈다.

영어초록

The purpose of this study is to examine needs of teachers and parents on operation of major courses installed at special schools and general schools. Questionnaires responded by 89 major course teachers affiliated to Gyeonggi-do Provincial Office of Education, 264 high school teachers and 190 parents were analyzed, and the methods of vitalizing major courses derived from the results of this study are as follows. First, the subjects of this study emphasized that vocational rehabilitation training should be the primary purpose of major courses between vocational rehabilitation training and independence living training, in terms of identity and future directivity. As for the method of operating major courses, they showed an opinion that both vocational rehabilitation training and independence living training must be taken into consideration. In addition, in relation to future directivity of major courses, they showed an opinion that major courses need to reflect the flow of life-long education through separate vocational training institution after school age, and that various programs and contents must be developed. Second, the subjects had a stance that all students must be allowed to enroll in major courses or qualification should be applied by an open competition system. Rather than preferring a specific evaluation system, they felt the need to implement a system that uniformly combines essay, performance and interview. With such awareness, the subjects expressed the need for an admissions committee that comprises of internal and external authorities who select students to enter major courses. Third, the subjects showed an opinion that classes must be arranged according vocational competency or degree of disability, and that vocational literacy, attitude and social adjustment educations must be the focus of the educational curriculum. Furthermore, they responded that there is difficulty in operation of major courses because of severely disabled students. According to the subjects, competencies required for major course teachers include the development of jobs and tasks for the disabled, field guidance and vocational evaluation. Fourth, the subjects responded that operation of field-oriented career and vocational education, space for field practice and preparation of budget are required to vitalize operation of major courses.
