역사적 제도주의 관점으로 본 북한 시장 발전의 경로분석에 관한 연구 (A Path Analysis Study of North Korean Market Development from the Perspective of Historical Institutionalism)

초록

이 연구는 시장의 팽창과 김정은의 안정적인 국정운영이 공존하는 가운데 과연 시장을 통한 북한사회의 변화는 가능한지, 만약 변화가 가능하다면 변화의 방향은 어디를 향해 있는지 규명하고자 했다. 이를 위해 ‘2002년 이후부터 현재까지 팽창하고 있는 북한 시장은 북한의 정치적, 사회적 변화를 추동하는가? 북한 시장의 발전 경로는 어디로 향해 있으며 어디로 나아가고 있는가?’라는 연구 질문을 제시하였다. 또한 이 연구는 Acemoglu와 Robinson의 ‘포용적 정치제도의 형성’을 개념화 한 모형을 활용, 역사적 제도주의의 경로의존성과 중대한 전환점의 개념을 북한 시장에 적용했다. 연구방법으로는 단일사례를 통해 인과 메커니즘을 규명하는 방법인 과정추적법(process tracing)의 원리를 부분적으로 활용하여 자료를 분석하였다. 분석 결과 북한 시장은 정부에 의한 시장 확산과 통제의 경로 생성기(2002년~2008년), 북한 시장 경로 분기의 중대한 전환점(2009년~2012년), 시장통제와 활용의 고착기(2013년 이후)로 그 시기를 구분할 수 있었다. 세 시기는 다음의 특징으로 정리할 수 있는데, 첫 번째 시기에서 생산수단의 국가소유와 시장억제조치들로 인한 ‘통제 가능한 시장의 확산과 발전 경로’가 관찰되었다. 이어서 두 번째 시기에서는 국가에 의한 사유 재산권의 침해 및 시민사회 맹아가 제거되면서 시장은 ‘국가의 통제를 받는 경로로 회귀’하게 되었다. 마지막 시기는 사회주의기업책임관리제 실행 등 ‘정부의 시장을 활용한 체제유지’라는 특징이 관찰되었다. 결국 북한에서 시장 활성화의 주된 행위자는 김정은과 정부이기 때문에, 북한이 시장을 통해 개혁 및 개방으로 나아가는 것은 이들의 의지에 달려 있다고 할 수 있다. 또한 지금까지의 경로를 고려할 때, 김정은과 북한 정부가 독재체제를 포기하면서 시장을 개방할 가능성은 낮은 것으로 판단된다.

영어초록

This study aimed to find out whether market-induced changes in North Korean society are possible while the expansion of the market co-exists with the state administration of Kim Jong-un and, if so, in which direction this change might go. To this end, the research questions addressed were: ‘Does the North Korean market, which has been expanding from 2002 until now, drive political and social changes in North Korea? What is the direction of the North Korean market’s development path and where is it going?’ In addition, this study applied Acemoglu and Robinson's conceptual model for the 'Formation of Inclusive Political Institutions', and applied the historical institutionalist concepts of ‘path dependence’ and ‘critical junctures’ to the North Korean market. As a research method, the data was analyzed by partially utilizing the principle of process tracing, which is a method of identifying causal mechanisms through a single case study. As a result of the analysis, it was found that the development of the North Korean market may be divided into the period of market diffusion and control by the government (2002-2008), a critical juncture of path divergence in the market (2009-2012), and a stable period of market control and utilization (since 2013). The characteristics of the three periods can be summarized as follows. In the first period, the ‘spread of the controllable market and its development path’ was observed due to state ownership of the means of production and market suppression measures. Subsequently, in the second period, with the infringement of private property rights and the suppression of civil society by the state, the market ‘returned to the path controlled by the state’. In the last period, characteristics such as the implementation of the Socialist Corporate Responsibility Management System and the maintenance of the government system by use of the market were observed. In conclusion, since the main actors in activating the market in North Korea are Kim Jong-un and the government, it can be said that North Korea's reform and opening through the market depend on their will. Also, considering the path so far, it is judged that Kim Jong-un and the North Korean government are unlikely to risk the safety of the regime by opening the market.
