우이신설 경전철 개통 후 네트워크 접근성 개선에 따른 역세권 공시지가 영향 분석 (The Land Price Impact Analysis near the Station Area due to Network Accessibility Improvement after the Ui-sinseol Light Rail Transit Opening)

초록

본 연구에서는 역 자체 입지요인과 접근성 개선의 요인을 함께 고려하여 도시철도 개통에 따른 역세권 지가 변화 영향을 진단하였다. 접근성 기준을 통행시간으로 설정한 후, 도시철도 개통 전·후 대상 지역의 통행시간 변화에 따른 지가의영향분석을 통하여 향후 도시철도에 따른 가격변화 요인 분석에 있어 기존에 진행되었던 역 입지 효과와 함께 접근성 개선 요인을함께 고려하여야 할 필요성을 제시하는 것을 목적으로 하였다. 우선 관련된 이론과 사례분석을 통하여 연구의 방향과 차별성을 설정하였으며, 이후 통행시간 절감 효과 등 우이신설경전철 개통으로 인한 교통부문 효과를 진단하였다. 다음으로 도시철도 개통으로 인한 역세권 공시지가 변화 분석을 위한 분석 범위와 모형을 설정한 후, 모형의 적용을 통하여 공시지가 증가에대한 도시철도역 자체의 신규입지 영향요인과 접근성 개선에 따른 영향요인을 진단하는 방법으로 연구의 시사점을 제시하였다.

영어초록

This study diagnosed the effect of increasing the land price of the station area owing to the opening of the urban railway with the case of the Ui-sinseol light rail transit (LRT). Beyond the limitation of assuming that the accessibility improvement effect is the same in most studies, we consider two influences of “effect of new station location” and “effect of improvement accessibility” after opening. The spatial scope was set to Seongbuk, Gangbuk, and Dobong-gu, which are the beneficiaries of this line, and the time scope was set to 2017 and 2019, before and after the opening.
First, the accessibility improvement effect in terms of travel time was diagnosed by analyzing the public transportation networks before and after the opening of the Ui-sinseol Line. The results empirically confirmed the accessibility improvement effect in the area along the Ui-sinseol Line, and that the improvement effect was more pronounced in areas not adjacent to the existing line.
Next, after calculating the subway section range of Ui-sinseol Line station, the station area was set as the treatment group, and the area that did not show an effect of improving accessibility was set as the control group. Then, the land price effect owing to the opening of the urban railway was measured by applying a double-difference model that takes two aforementioned influences into account. The application of this model revealed the two effects at the network level each had a positive effect on the increase in land prices near the station. The diagnosis considering both dimensions established that the effect of improving accessibility was stronger than that of the location of the new station in the area near the Ui-sinseol Line station.
Accordingly, this study empirically suggested that complex effects at the network level, such as improved accessibility, should be considered when diagnosing the development benefit effects of urban railway construction.
