문화거버넌스 형성을 위한 국제영화제의 운영 방안에 관한 연구: 부산국제영화제와 부천국제판타스틱영화제를 중심으로 (A Study on a Plan to Operate International Film Festivals with a View to Forming Cultural Governance : with a Focus on Busan International Film Festival and Bucheon International Fantastic Film Festiv)

초록

국제영화제는 문화예술축제 중에서 가장 대중적이며, 영화제가 개최되는 지역의 관광산업에도 긍정적인 효과를 창출하기에 영화제에 대한 국가의 지원정책이 활발하게 펼쳐지고 있다. 하지만 최근 국제영화제는 중앙정부나 지자체의 정책에 따라 지원 규모가 매년 다르게 결정되면서, 영화제의 운영과정에 많은 어려움을 갖고 있다. 우리나라의 국제영화제가 대표적인 문화상품으로 경쟁력을 가지기 위해서는 지방정부와 조직위원회, 시민 단체 등의 협업 관계가 중요하다. 하지만 우리나라 국제영화제의 운영 과정에서 제기되는 문제점은 각 행위자들의 역할 관계가 문화거버넌스를 형성하지 못하는 것이다. 따라서 본 연구에서는 우리나라 국제영화제의 대표적인 두 사례로 부산국제영화제와 부천국제판타스틱영화제를 꼽아 문화거버넌스 형성을 위한 민간·공공 영역에서의 협력 방안을 모색하고자 하였다. 향후 우리나라의 국제영화제가 문화거버넌스를 형성하기 위해서는 조직위원회(예술단체 및 전문가), 시민(관객, 시민), 지방정부 및 지자체의 상호협력 관계가 중요하다. 모두 상호관계를 가진 동반자로서 신뢰와 협동이 기초되어야 한다. 따라서 공공과 민간부문의 수평적 관계 형성은 성공적인 국제영화제 개최의 원동력으로 작동하여, 바람직한 문화거버넌스를 구축할 수 있다. 본 연구는 우리나라 국제영화제의 중요한 참여 주체들을 살펴보고, 문화거버넌스를 형성하기 위한 그들의 역할을 제시함으로써 영화제의 실무적 가이드라인을 제공하고, 영화제 관련 연구의 초석을 마련하였다는 점에서 학문적 의의를 가진다.

영어초록

As international film festivals are the most popular type of all culture and art festivals and exerts positive effects on the host region’s tourism industry, the country provides active supports for film festivals. Lately, however, the size of support for international film festivals varies each year with the policies of the national and local governments of Korea, film festivals experience much difficulty in their operation. In order for international film festivals in Korea to be competitive as the country’s major cultural products, it is imperative that local governments, organizing committees, and civic organizations work together. Nevertheless, the problem with the operation of the international film festivals in Korea is that the relationship among the agents’ roles fails to form cultural governance. Therefore, this study has selected Busan International Film Festival and Bucheon International Fantastic Film Festival as the country’s two leading international festivals and thereby explored a plan for cooperation between public and private sectors with a view to forming cultural governance. Looking ahead, in order for the international festivals of Korea to form cultural governance, it is crucial to forge cooperation among culture market (artists, artist groups, cultural enterprises), organizing committees, citizens (audience and ordinary people), local governments and municipalities. Since all parties are partners in mutual relationships, trust and cooperation must be presupposed. Therefore, forming a horizontal relationship between the public and private sectors should serve as the driving power for successful implementation of international film festivals and therefore can create desirable cultural governance. The study has academic significance, in that it has presented working-level guidelines for film festivals and created cornerstones for the studies related to film festivals by surveying the major participants of the country’s international film festivals and describing their roles in creating cultural governance.
