초록

본 연구는 국가행정수도 세종시를 둘러싼 대도시권 광역네트워크 행정체제 구축을 위한 기본 논거제공과 시론적 모형구축에 주요 목적을 두고 있다. 본 연구는 행복도시 세종시의 국가행정수도로서 경쟁력있는 도시개발 방향과 전략을 새롭게 정립하는 문제의식에서 출발하고 있다. 이의 연구목적 달성을 위해 첫째, 서울수도권의 강력한 대응자적 역할을 위해 인접 대도시권과의 연계협력을 통한 규모의 경제측면에서 일정규모 이상의 도시세력권 형성을 목적으로 국가행정수도권이라는 광역대도시권역을 설정하였다. 둘째, 국가행정수도광역대도시권을 운영･관리할 거버넌스 행정체제의 모색이다. 광역거버넌스 행정체제에 관한 주요논점을 정리하였으며, 광역대도시권 거버넌스 형성에 관한 이론적 논거를 제시하였다. 특히 광역대도시권 행정 및 협력기제로 작용하는 실질적인 모습과 유형을 사례도시와 제도적 형태(frame)중심으로 조사하였다. 셋째, 국가행정수도권으로의 새로운 도시개발패턴과 전략수정을 위해 특정 지역에 한정되어있는 중앙정부 도시계획기관의 역할과 기능을 논의하였다. 기존 지방자치법 규정에 의한 논거와 미국과 일본 그리고 국내사례분석 등을 토대로 다양한 지방정부 거버넌스 행정체제를 모색하였다. 결과, 독립된 법인격과 특별지방자치단체의 혼합모형 관점에서 국가행정수도 광역도시권의 설정과 거버넌스 행정체제의 구축을 위한 시론적 모형을 제시하였다.

영어초록

The main purpose of this study is to provide basic rationale and build a model for the construction of a metropolitan area network administration system surrounding Sejong City, the national administrative capital. This study starts with the problem recognition that Sejong City needs to newly establish a competitive city development direction and strategy as a national administrative capital.
To achieve this research objective, this study focused on the following three topics. First, in order to act as a strong counterpart to the Seoul metropolitan area through linkage cooperation with urban areas near Sejong City, the national administrative metropolitan area was established in terms of economic scale. Second, the National Administrative Capital is seeking a governance administrative system to operate and manage the metropolitan area. This study investigated the main issues of the regional governance administration system and presented theoretical arguments for the formation of metropolitan governance. In particular, practical factors that serve as administrative and cooperative mechanisms for metropolitan areas were reviewed together with case cities. Third, the role and function of a central government city planning agency limited to a specific area, was re-established in order to revise new urban development patterns and strategies into the national administrative metropolitan area. Based on the local autonomy law and the analysis of the US, Japan and domestic cases, various local government governance administrative systems were sought.
As a result of this study, from the perspective of a mixed model between independent corporate bodies and special local governments, a model was proposed for the establishment of a national administrative capital city area and the establishment of a metropolitan governance administrative system.
