도시재생과 도시재생 거버넌스의 한계와 과제 (Limitations and Assignment of Urban Regeneration and Urban Regeneration Governance.)

초록

본 연구는 우리나라 도시재생사업과 부산의 도시재생사업 현황과 문제점을 분석하고, 향후과제를 제시하는데 있다. 구체적으로 도시재생사업이 필요 지역에 전개되고 있으며 적정한 지원이 이루어지고 있는가? 그리고 대규모 예산투입과 공기업 투자 및 기금을 활용하는 도시재생사업의 예산운영과 추진방식이 효과적이며 지속가능한 구조를 갖추고 있는가? 에 대한 분석을 한다.
우리나라 도시재생사업의 실질적 주도세력은 국토교통부이며, 지역주민의 자발적 참여에 의한 자생적인 사업보다는 중앙정부 및 지자체 중심의 사업이 되고 있었다. 또한 도시재생사업의 비용이 크기 때문에 지자체별 역량에 따라 사업선정의 기회도 달라지고있었다. 특히 도시재생사업의 예산운영과 지속가능성에 있어서는 부정적인 평가를 내릴 수 있다.
따라서 도시재생사업이 성공하기 위해서는 첫째, 국토교통부가 주도가 아닌 지방분권에 의한 협력적 거버넌스가 구축되어야 한다. 둘째, 도시재생사업은 지자체가 계획 수립 및 구체적인 사업설계 등의 집행 권한을 가지고 주도하고, 중앙정부의 행정·재정지원과 적극적인 공기업의 사업참여가 이루어져야한다. 셋째, 지자체의 여건에 따른 재정지원체제의 정비와 사업비용 비율의 조정이 필요하다. 넷째, 도시재생사업의 지속가능성을 높이기 위해서는 사업선정 시 지역 특수성과 지역자산을 발굴해야 한다. 다섯째, 도시재생사업은 낙후된 도시환경을 개선하는 것뿐만 아니라 기존 산업의 육성과 연계시키는 것이 중요하다.

영어초록

This study is aims to analyze the current status and problems of the urban regeneration project in Korea and the urban regeneration project in Busan, and to suggest future tasks.
Specifically, it is an analysis that the urban regeneration project being developed in need areas and is adequate support being provided? And, is the budget operation and implementation method of the urban regeneration project utilizing large-scale budget input and public enterprise investment and funds an effective and sustainable structure?.
The actual leading force in the urban regeneration project in Korea is the Ministry of Land, Infrastructure and Transport, and it has become a project centered on the central government and local governments rather than a self-sustaining project through the voluntary participation of local residents. In addition, since urban regeneration projects are expensive, opportunities for project selection differed according to the capabilities of each local government. In particular, it can give a negative evaluation in terms of budget management and sustainability of urban regeneration projects.
Therefore, in order to the urban regeneration project to be successful, first, cooperative governance must be established by decentralization rather than the initiative of the Ministry of Land, Infrastructure and Transport. Second, local governments should led the urban regeneration project with the authority to establish plans and detailed project design, and the central government and public enterprises must be active participation and support to financial in the project.
Third, it is necessary to reorganize the financial support system and adjust the project cost ratio according to the conditions of local governments. Fourth, in order to enhance the sustainability of the urban regeneration project. it is discovered a regional specialties and regional assets for selecting a project. Fifth, it is important to link the urban regeneration project with the development of existing industries as well as improving the underdeveloped urban environment.
