공중인식변화에 따른 다중흐름 결합과 동태적 정책변화과정 분석- 미세먼지 특별법과 관련 8개 법안 제정과정을 중심으로 - (Dynamic Policy Process Analysis focused on Public Opinion and Multiple Stream Coupling: Cases Study of Special Act on the Reduction and Management of Particulate Matter)

초록

기술의 발달은 사회의 복잡성과 다양성뿐 아니라 사회적 이슈의 돌발성과 확산성도 가속화시켰다. 그로인해 이전에는 주목받지 못하던 생소한 문제들이 심각한 사회적 위협으로 부상하게 되었다. 본 연구는 오래 전부터 존재해 왔으나 최근에 심각한 사회 문제가된 대기오염의 한 종류인 미세 먼지 이슈에 주목하였다. 잠재되어 있던 문제가 급작스럽게 대두된 과정과 정부의 개입 및 정책의 수립이 어떠한 흐름으로 이루어지는지를 보여주기 위해 다중흐름모형에 텍스트 마이닝을 적용하여 ‘미세먼지 저감 및 관리에 관한 법률’(이하 ‘미세먼지 특별법’)의 수립과정을 담아내고자 하였다.
언론 기사수와 텍스트 마이닝을 근거로 공공의 관심도와 그 내용이 어떻게 변화했는지를 분석하였고, 그 변화에 따라 다중흐름모형의 각 흐름들이 어떻게 결합하는지를 분석하였다. 분석 결과 이슈관심도의 상승기에 ‘정책의 창’이 열리면서 미세먼지 특별법이 통과되었고, 이슈관심도가 절정으로 가면서 ‘파급효과의 창’이 열리게 되었다. 그로 인해 국회에 계류되어 있던 미세먼지 대책 8개 법안이 통과되는 또 다른 정책산출물을 도출하였다. 이 과정에서 개인들은 미세먼지에 대해 정책 및 제도화를 통한 근본적인 해결보다는 위험에 대한 부담을 단편적 정보에 기대어 상업적 제품 등에 의존하는 경향을 보여준다는것도 알 수 있었다.
본 연구는 비록 단일 사례에 의한 결론이라는 한계점을 지니지만, 어떤 이슈에 대한 공공의 관심도가 높아지면 정부는 문제해결에 노력한다는 사실을 재확인하면서정책의 창에이슈의 지속성과 강도가 주요한 요인이 될 수 있다는 단서를 제공해준다.

영어초록

Policy makers put forth effort to respond to issues, but their effort in reacting to anissue is not always instant and do not address all the issues. This is because society hasbecome increasingly more diverse and complex due to technological developments. Intoday's society, issues spread more abruptly and more quickly than before. As aconsequence, unfamiliar issues that used to garner no attention may emerge as issuesposing a serious threat to society.
This study focuses on the issue of particulate matter, which has been a type of airpollution for many years. The study focuses on the process of the latent issue emergingsuddenly in recent years and covers the flow of government interventions and policiesaccording to the public's interest on the issue.
The multiple streams model was employed in the study as a theory of policy agendasetting for specific, persuasive, and logical organization. The investigator also used a newconcept called the issue attention cycle to overcome the limitations of the model. Basedon this, the study analyzed particulate matter management policies with a focus onSpecial Act on the Reduction and Management of Particulate Matter (hereinafter, SpecialAct on Particulate Matter).
The time scope of the study was restricted to the period of 2010~2019 as theparticulate matter issue became full-blown in the second half of 2013. The year of 2010was set as the starting point of the study to begin with the pre-problem stage as thelatent period to cover the entire policy process.
The analysis results show that a policy window opened during the rising period of issueattention, leading to the passing of the Special Act on Particulate Matter. A window ofspillover effects opened during the peak attention of the issue, having impacts on thepending bills related to fine dust and producing the policy outcome of eight bills beingpassed to fight particulate matter. It is difficult to generalize the analysis results of this single case, but the findings show that the bills reflecting the public's attention werepassed toward the peak of their attention with the following opening of a window ofspillover effects and demonstrate that policies and their makers have sensitive reactionsto issues and that issue attention works as a major factor in policy outcomes.
