기초보장 통합조사 행정체계의 현황과 효과성에 관한 연구: 서울시 25개 자치구를 중심으로 (The Comprehensive Investigation System and Policy Effectiveness: The Cases of 25 Autonomous Districts in Seoul)

초록

본 연구의 목적은 기초보장 신청자의 수급여부를 결정하는 통합조사 행정체계의 현황과 통합조사의 조직유형별 효과성을 평가하는 것이다. 이를 위해 서울시 자치구의 통합조사 담당자를 대상으로 초점집단면접과 심층면접을 실시하여 통합조사 행정체계 및 업무수행 과정을 탐색하고, 조직유형별 효과성 평가를 위해 설문조사를 통한 양적분석을 수행하였다. 연구결과에 따르면, 지방생활보장위원회에 심의를 요청할 안건은 주로 통합조사팀 내부지침에 의거하여 결정되며 업무 담당자들은 복잡한 규정의 이해와 적용에 어려움을 겪는 것으로 나타났다. 또한 통합조사 담당자들은 유관부서들을 모두 동일한 과에 배치한 조직유형의 업무 효율성 수준이 가장 높다고 평가하였고, 통합업무 수행에서 적극적인 재량권 행사에 부담을 느끼고 있었다. 조직유형별 효과성과 관련해서는, 지역적 특성을 통제하였음에도 조직유형별로 월평균 적합판정률, 가구방문 조사율의 차이가 있는 것으로 나타났다. 즉, 통합조사 관련 부서들이 동일한 과에 편제된 조직유형이 다른 조직유형에 비해 적합판정률과 코로나 이후 가구방문 조사율이 통계적으로 유의하게 높았다. 또한 지방생활보장위원회 심의요청을 지침에 따라 판단한다고 응답한 경우, 비정기적 논의나 사례회의, 개인적 판단을 할 경우보다 통계적으로 유의하게 심의요청율이 낮았다. 이상의 분석결과를 토대로, 본 연구는 통합조사 행정체계 측면에서 업무 효과성을 제고하는 동시에 사각지대 해소를 위한 정책적 함의를 도출하였다.

영어초록

The purpose of this study is to examine how the comprehensive investigation system is administratively organized and to evaluate policy effectiveness of the different types of organization. For this purpose, the study adopts mixed methodology by conducting focus group and in-depth interviews for an exploratory study and by analyzing quantitative data from a survey questionnaire. There are four key findings from this study. First, they tend to address ambiguous cases by presenting it to the Local Livelihood Security Committee based on the internal guidelines. In doing so, they encounter considerable difficulties in understanding and applying complex laws and guidelines. Second, the results reveal that the officials in the comprehensive investigation team evaluate the type of organization where all relevant teams are placed in the same department as the most effective ones. Third, they hardly exercise their own discretion in the process of investigation. Finally, after controlling the regional characteristics, the various types of organization have a statistical and significant difference in the effectiveness of the comprehensive investigation system such as the allowance rate and the rate of household survey. Specifically, the organizational type where all teams related to comprehensive investigation are assigned in the same department had significantly higher allowance rate and rate of household survey at the era of the COVID-19 than the others. And when they observe the internal guidelines, the rate of presenting ambiguous cases to the Local Livelihood Security Committee is statistically and significantly lower than its rate when they observe irregular discussion, case study or individual decision. From these findings, this study draws policy implications to improve work efficiency and minimize non-take-up of the National Basic Livelihood Security Scheme.
