강원도 폐광지역 개발사업 분석: 국가 지방정부 그리고 전문가집단의 역할을 중심으로 (An Analysis on the Effects of Developmental Projects of Closed Coal Mining Villages in Kangwon Province: Roles of State, Local Governments and Professional Groups)

초록

‘석탄산업합리화정책’으로 붕괴된 강원도 4개 폐광지역의 개발사업은 국가, 지방정부, 그리고 전문가 집단 삼자 협력의 결과이다. 재정지원, 정책수립, 그리고 사업집행과 평가의 과정에서 삼자의 역할을 분석하는 것이 이 글의 목적이다. 연구를 위해 사용된 자료는 폐광지역과 관련된 기존 연구문헌들과 정책보고서 그리고 관련 지방정부에서 작성한 지금까지의 사업내용과 성과분석에 관한 자료들이다.
주요 연구결과는 다음과 같다. 첫째, ‘폐특법’ 제정 이후 지금까지 폐광지역의 사회경제적 지표와 주민들의 주관적 삶의 질에 관한 검토는 지역의 지속가능한 경제적 자립을 위한 사업들이 성공적이지 못하였음을 보여준다. 둘째, 국가는 마스터 플랜이 결여된 상태로 폐광지역 재생을 위한 공공재정을 지원하였으며, 이후 사업진행 과정에 대한 감독과 규제는 없었다. 셋째, 지방정부는 단순하고 조급하게 개발정책 수립을 위한 재정을 지원하고, 이를 바탕으로 사업을 집행하고 직접 수익사업을 운영하였다. 사업완료 후 지방정부가 운영한 관광사업은 전부 적자이다. 넷째, 전문가 집단은 자율성과 학문적 엄격성을 갖고 정책을 수립하지 못하였다. 정책수립의 구조적 환경에 내재한 제약성이 원인이라고 판단된다.

영어초록

Since coal mining villages have experienced the rapid economic depression as the result of Rationalization Policy of Coal Industry in 1985, developmental projects was addressed from 1995 for economic restoration of the 4 closed coal mining village in Kangwon Province. These projects are the results of the cooperations by state, local governments, and professional groups. But developmental projects are evaluated not to be successful. Goals of this study are to analyze the reasons why the projects are not successful and to analyze the roles of these three parts in financial support, making-polices, and performing the developmental projects. Materials used in this article are research papers and policy reports related with the coal mining villages. And data issued in local governments are used here. These data were made for analysis and evaluation on the developmental projects by local governments.
The results show the four important findings. First, both objective and subjective socio-economic index of residents in coal mining village are not increasing since developmental projects for about 15 years. Second, state has no any master plan of economic development for closed coal mining villages in spite of the prediction of economic depression of coal mining areas from Rationalization Policy of Coal Industry in 1985. And state do not regulate and supervise the making-polices and performing- polices by local government in the process of economic development except of supporting public finance. Third, local governments support public finances for the policy-making by professional groups and manages the businesses for income directly after the finish of projects without prudence and long term plan. And the businesses operated by local governments are having a deficit because of the cannibalization effect of tourist industry among the closed coal mining villages. Fourth, professional groups in academic circle which received financial support from local governments made the polices to develop the closed coal mining villages. But they could not make the polices with a academic austerity and autonomy because of structural and surrounding restrictions from outside circumstances.
