초록

4차 산업혁명의 고도화로 사이버 공간이 확장되면서 각국은 사이버 군사력과 정보력을 강화하기 위한 치열한 경쟁을 벌이고 있다. 최근의 사이버 안보는 첨단 정보시스템 및 국가핵심기반시설의 안전과도 밀접히 연결돼 있으며 국가안보적 사안으로 변모 중이다. 기존 연구들은 사이버 공간에서의 억지와 보복, 예방의 전략 수립이 불가능하다는데 초점을 맞춰왔다. 바로 ‘공·수 능력의 비대칭성’때문이며, 이는 사이버전의 진화 속에서도 변치 않는 가정이었다.
그러나 최근 부상하고 있는 인공지능과 블록체인의 등장은 사이버 보안에의 광범위한 적용 가능성 및 혁신적 개념에 근간한 기술적 특징에 따라 사이버 안보의 난제를 해소해줄 잠재적 동인으로 주목받고 있다. 인공지능의 경우, 방대한 데이터 분석력을 무기로 이미 사이버 공간에 폭넓게 도입 중이며 사이버 공격과 방어의 형태를 더욱 정교화시키는 기제가 될 것으로 전망된다. 탈중앙형 모델인 블록체인 역시 사이버 공간에서 데이터의 조작과 오용을 막을 수 있는 핵심적 역할을 할 것으로 기대를 모으고 있다. 본고는 인공지능과 블록체인 기술이 갖는 기능적 특징을 넘어, 각 시스템이 내포하고 있는 보안 개념과 행위자 간의 협력 방식에 주목한다. 이들은 공격과 방어 측면에서 사이버 공간이 가진 비대칭적 구도를 변화시킬 뿐만 아니라 4차 산업혁명시대의 사이버전 양상을 진화시킬 잠재적 동인이 될 것으로 전망된다.

영어초록

The wave of the Fourth Industrial Revolution is transforming the economic and social structure beyond the key technological and industrial sectors of the group and also affecting the competition and political order among countries over technological hegemony. But what is more noteworthy is what the coming era means for cybersecurity issues. The ripple effects of new technological innovations in the so-called Fourth Industrial Revolution era, such as the rise of the cyber physical system, the expansion of artificial intelligence algorithms, and the shift to a distributed network system, are not merely the upgrading of the cyber warfare style or the expansion of space. In particular, the cyberattacks that have taken place since 2010 show that they are evolving beyond simply hacking into the financial sector or acquiring personal information, into a form that can cause physical damage to digitized Internet of Things devices and industrial infrastructure.
Previous studies that have so far stressed the specialty of cyberspace, where effective defense and accountability for attacks are difficult to identify, have focused on the impossibility of appropriate deterrence, retaliation, and prevention strategies. This is why endless security discourse was triggered to create appropriate cyberwar patterns and norms. That is, the key point of recent cybersecurity issues is based on the “asymmetry between attack and defense capabilities in cyberspace,” which has been a constant assumption in the evolution of cyber warfare.
However, the recent emergence of artificial intelligence and blockchain is seen as a potential driver for solving the challenges of cybersecurity in accordance with its broad applicability to cybersecurity and technical features based on innovative concepts. In particular, it is likely to cause a change in the future battle structure of the attacker's advantage. To examine the implications of these changes, This study first looks at the features and issues of cyberspace in existing research. Attention is drawn to the evolutionary patterns shown by recent cyberspace and the ‘attribution problem’ of actors that remain a challenge, the ‘complex infrastructure problem,’ and the limitations of cyber deterrence strategies and counterbalancing issues.
In conclusion, this study aims to demonstrate that the advent of cyberspace in artificial intelligence and blockchain has the potential to change the traditional cybersecurity paradigm based on anonymity and closed access, and to transform the asymmetrical structure between attacks and defenses in cyberspace.
