국제건축설계공모전 운영의 문제점과 개선방향에 관한 연구 - 2004년 낙동강 에코센터 국제건축설계공모전 사례를 통해 - (A Study on Drawback and Improvement Direction of International Architectural Design Competition - Through the Case of the International Design Architectural Design Contest in the Nakdong River Eco Cen)

초록

특화건축물의 경제적 가치와 사회문화적 가치는 그 영향이 매우 크다. 심미적 건축 디자인이 주는 가치는 자산가치의 증가와 함께 외래 관광객 및 방문자의 증가 등 부가가치 창출로 이어졌다. 이러한 흐름에 편승해 많은 국가와 도시들은 저마다 특화 건축을 통한 도시 이미지 메이킹(city image making)에 심혈을 기울이고 있다. 하지만 빼어난 건축물은 창의적이고 기술적으로 뛰어난 역량을 지닌 설계자를 선정하는 것에서부터 시작된다. 설계자의 역량과 이를 뒷받침할 법제도와 규정이 삼박자를 갖추지 못하면 우수한 건축물은 세상의 빛을 볼 수 없게 된다. 건축설계공모전의 과정에서 건축설계의 목적, 특화방안, 공간계획 등 세부지침의 작성과 관련 법규 및 기술적 검토 등 제반의 사항이 마련되지 않으면 ‘작품’을 선정하지 않고, ‘사람’을 선정하는 결과를 낳게 된다. 본 연구는 낙동강 에코센터의 사례를 통해 이와 같은 문제점을 살펴보고 그 대안을 제시하는데 목적이 있다. 낙동강에코센터의 경우 당선된 설계안을 기초로 한 실시설계 과정에서 ‘건축물의 구조기준 등에 관한 규칙 제9조의3(건축물의 규모제한)’주요구조부가 비보강조적조인 건축물은 지붕높이 15미터 이하, 처마높이 11미터 이하 및 3층 이하로 하여야 한다는 규정에 의해 목조(간벌재 나무) 재료로 설계된 설계안대로 시공할 수 없게 되었다. 낙동강에코센터 국제건축설계공모전에서의 문제점은 다음 몇 가지로 정리할 수 있다. 우선 비전문가에 의한 설계지침 작성 등 운영과정에서의 문제점이다. 관련 법규를 면밀하게 검토하고, 기술적 검토를 충분히 마친 후 공모를 위한 설계지침이 작성・제시되었다면 목재를 활용한 설계안은 애당초 제출되지 않았을 것이다. 다음으로는 설계변경 과정에서의 일방적 추진과정에 있다. 관련 법규로 인한 제약으로 부득이 설계변경이 필요했다면 설계자가 적극 참여하여 설계의 변경이 이뤄질 필요가 있었다. 그랬다면 설계자의 디자인 철학과 컨셉을 훼손하지 않는 범위에서 일부 설계변경을 통한 실시설계와 시공이 가능했을 것이다. 막대한 비용을 들여 건축된 공공건축물이 애초의 철학과 기능에 부합하지 못한다면 사회적 손실이 아닐 수 없다. 본 연구에서는 국제건축설계공모전의 보다 수준 높고 효과적인 운영방안에 대해 다음과 같은 세 가지 대안을 제시하였다. 첫째, 실제 건축을 전제로 진행되는 국제건축설계공모전의 지침 작성에 관한 규정을 건축서비스산업 진흥법에 포함하여 그 공신력을 확보해야 한다. 둘째, 이해관계자들의 인식제고와 교육을 통한 수준 향상이다. 셋째, 국제건축설계공모전을 위한 통합 데이터베이스를 구축하고 이미 완료된 사업, 현재 진행 중이거나 계획 중인 사업까지도 총괄하여 관리하는 시스템 구축이 필요하다. 세계무역기구(WTO)의 건축설계 시장개방 원칙에 따라 국내건축설계 시장도 글로벌 기준과 지침에 부합하는 건축공모전 기획 및 운영에 대한 심도 깊은 논의와 연구가 필요한 시점이다.

The economic value and socio-cultural value of specialized buildings have a great impact. The value of aesthetic architectural design led to the creation of added value such as an increase in the value of assets and an increase in the number of foreign tourists and visitors. Therefore, many countries and cities have made great efforts to make urban image making through specialized buildings. But exceptional architecture starts with designers with creative and technically superior competencies. If the designer's competence and the legal system and regulations to support it do not have the triple digits, excellent architecture will not be able to see the light of the world. If you do not have all the details such as purpose of construction design, specialization plan, space plan, and related regulations and technical review to be presented to the participants for the design competition, you should not select ‘work’, select ‘person’. The purpose of this study is to find out the problems and find alternatives through the case of Nakdong River Eco Center. In the case of the Nakdong River Eco Center, the design process based on the elected design was not able to be constructed according to the design of the wooden material according to the law. The problems at the Nakdong River Eco Center International Design Competition can be summarized as follows. First of all, it is a problem in the operation process such as making design guidelines by non-experts.
If the relevant laws and regulations were thoroughly reviewed and the design guidelines for the public offering were made and presented after the technical review was completed, the design using wood would not have been submitted in the first place. Next is the unilateral process of design change. If design changes were inevitable due to the restriction of related laws, designers need to be actively involved in the design change so as not to undermine the design philosophy and concept of the designer. If public buildings built with enormous cost can not match the original philosophy and function, it can also be a social loss. In this study, the following three alternatives were proposed for a more efficient and high-level operation plan of the international architectural design contest.
First, it is necessary to secure the public power by including the regulations on the drafting of the guidelines for the international architectural design competition, which is based on actual construction, in the ‘Building Service Industry Promotion Act’. Second, the level of awareness of stakeholders is enhanced through education. Third, it is necessary to build an integrated database for the international architectural design competition and to build a system that manages already completed projects, present and planned projects as a whole. In accordance with the WTO opening principle of architectural design market, the domestic architectural design market is also in need of in-depth discussion and research on the planning and operation of architectural competition in accordance with global standards and guidelines.
