16세기 진주 영천강 지역의 천방 개발 (The Cheonbang development of the Jinju Yeongcheon River area in the 16th century)

초록

이 글에서는 16세기 영천강 유역의 천방 개발을 그 천방과 관개지의 위치 및 특성을 중심으로 규명하였다. 지금의 진주 영천강은 진양지 산천조에 의하면 永善川과 介川水가 합류하여 冥鴻亭川을 이루고, 명홍정천이 명홍정 아래 굴곡리 지역을 지나 伊川이 되어 雲塘津[남강]으로 유입했다. 이는 영천강의 천방을 영선천과 명홍정천 지역으로 구분하는 이유이다. 영선천의 가장 상류에 위치하는 제림천방은 비록 소규모이지만 永昌驛의 公需田[公須田]인 永善縣坪의 관개를 위해 가장 이른 시기에 개발되었던 것으로 추정된다. 이는 하류의 택계・중포・신대포천방의 개발로 이어졌으며, 이들 천방은 각각 澤溪上下坪・吾邑谷坪・申大坪에 관개하였다.
영선천 지역의 제림천방은 하천수를 관개 지역의 수전에 바로 관개할 수 있는 방식의 개발이었으므로 천방과 수전 사이에 별도의 개거 시설이 필요하지 않았다. 택계・중포・신대포천방도 그와 같은 개발 방식이었으므로 그 관개지들도 중소규모였다. 이와 달리 명홍정천 지역의 네 천방에는 모담・차령포・군정포천방의 ‘逶迤遠引’과 홍경포천방의 ‘逶迤遠轉’을 통해 알 수 있듯이 천방과 관개지 사이에 최대 10리에 가까운 개거가 설치되어 있었다. 홍경포천방의 경우 관개지의 규모도 매우 컸다. 이들 두 지역의 8개소 천방은 모두 河蝕崖의 끝 지점에서 개발되었으므로 덕천강 지역의 두 천방이 여울에 개발되었던 것과 차이가 있었다. 이런 천방 개발로 인한 수전농업의 발전은 관포 어득강이 명홍정에서 홍경포천방의 상류지역의 들판을 바라보면서 ‘千頃의 稻田’이라 했던 사실에서도 짐작할 수 있다.

영어초록

In this article, the development of cheonbang in the Yeongcheon River basin in the 16th century was investigated, focusing on the location and characteristics of the stream and irrigation areas. Currently, the Yeongcheon River in Jinju, according to Sancheonjo in 『Jinyangji』, Yeongseoncheon and Gaecheonsu joined to form Myeonghongjeongcheon, and Myeonghongjeongcheon passed through the Gulgogli area downstream of Myeonghongjeong, became Icheon, and flowed into the Namgang River. This is the reason why cheonbang of the Yeongcheon River is divided into Yeongseoncheon and Myeonghongjeongcheon areas. Jerimcheonbang, located upstream of Yeongseoncheon, although small, is believed to have been developed at the earliest for irrigation of Yeongseonhyeonpyeong, Gongsujeon of Yeongchangyeok. This led to the development of the downstream Taekgye,Jungpo,andSindaepocheonbang,whichirrigated Taekgyesanghapyeong,Oeubgogpyeong,andSindaepyeong, respectively.
The development of Jerimcheonbang in the Yeongseoncheon area was a method that allowed river water to be irrigated directly into the irrigation field in the irrigation area, so there was no need for separate irrigation ditches facilities between Cheonbang and the irrigation field. Yeongseoncheon's other three cheonbangs were also like that. The irrigation areas were also small and medium-sized. In contrast, in the four cheonbangs in the Myeonghongjeongcheon area, irrigation ditches of up to 4 km were installed between the cheonbangs and the irrigation area, as can be seen through ‘Wiiwonin’ of Modam・Charyeongpo・Gunjeongpocheonbang and ‘Wiiwonjeon’ of Honggyeongpocheonbang. In the case of Honggyeongpocheonbang, the size of the irrigation area was also very large. All eight cheonbangs in these two regions were opened at the end of mountains or hills eroded by rivers, which is different from the two cheonbangs in the Deokcheon River basin, which were opened at rapids. The development of the irrigation field due to the development of this cheonbang can also be inferred from the fact that Gwanpo Eo Deuk-gang called the fields in the upstream area of Honggyeongpocheonbang from Myeonghongjeong, ‘Cheongyeong’s irrigation field.’
