경북지역 주력산업의 지역간 산업연관구조 분석 (Analysis on the Intra-regional Industrial Linkage Structures in Gyeongbuk Region)

초록

이 연구는 한국은행에서 발표한 2005년 지역간 산업연관표(interindustrial table)를 이용하여 경북지역 주력산업의 지역간 유발효과를 분석하였다. 이 연구는 16개 권역을 대구와 경북, 수도권, 동남권, 충청권, 기타권 등 6개 권역으로 재분류하여 분석하였다.
경북지역 주력산업은 제조업 중에서 부가가치 비중, 입지계수 등을 기준으로 볼 때 전자산업과 철강제품, 섬유산업 등이었다. 따라서 이들 주력산업을 기준으로 보다 자세히 연관구조를 분석하였다. 경북지역의 교역구조를 보면, 이출액은 수도권에 36.1%, 동남권에 33.9%, 충청권에 11.8%씩 이출되고, 이입액은 수도권에서 38.5%, 동남권에서 28.0%, 충청권에서 10.9%씩 많이 이입되는 것으로 분석되었다.
경북지역 섬유산업의 부가가치유발계수는 수도권이나 대구에 비해서는 낮았으나, 충청권이나 동남권, 기타권에 비해서는 상대적으로 높았다. 경북지역의 철강산업은 감응도계수와 영향력계수가 모두 높았고, 섬유산업은 영향력계수가 전산업 평균에 비해서 높았으며, 전자산업은 감응도계수가 전산업 평균에 비해 약간 높았다.
경북지역 철강산업의 전․후방 연관성을 보면, 경기, 경남, 전남지역과의 연관성이 높았고, 전자제품의 전․후방 연관성을 보면, 경기, 서울지역과의 연관성이 높았다. 섬유산업의 전․후방 연관성을 보면, 서울과 경기지역과의 연관성이 상당히 높고, 경남이나 부산, 울산 등과도 비교적 높으며, 대구지역과는 후방성이 높았다. 그리고 경북지역 철강산업과 전자산업의 타지역, 타산업에 미치는 생산유발효과를 보면, 수도권에 가장 큰 영향을 미쳤고, 그 다음 동남권에 영향을 미쳤다. 섬유산업은 자기지역과 동남권에 가장 큰 영향을 미쳤고, 그 다음 수도권, 대구지역 순으로 영향을 미쳤다.
경북지역의 주력산업은 대구지역과 연관성이 높은 것이 아니고, 수도권이나 동남권과의 전·후방 연계성이 높으므로 이들 지역과의 산업협력방안을 적극 모색해야 한다. 분석결과로 볼 때, 경북지역 산업의 발전전략을 수립할 때 타 지역간, 타 산업관 연관구조를 고려하여 분석하는 것이 산업의 시너지효과를 배가시키는데 중요하다는 것을 알 수 있었다.

영어초록

This study aims to analyze the structure of industrial linkage for Gyeongbuk region using an intra-regional input and output analysis, which is originally based on the regional input and output table published by the Bank of Korea in 2005. The study areas is divided into six regions : Daegu-Gyeongbuk region, Capital zone, South-Eastern zone, Chungchoeng region and the rest of South Korea. The main findings are as it follows.
First, electronics, iron and steel and textile industries are identified as a leading industry for Daegu-Gyeongbuk region when looking into value-added ratio and location quotient(LQ). Thus, the further study is carried out for these main industries.
Second, when investigating the trade structure of Gyeongbuk region, exportable rate is 36.1, 33.9, and 11.8 per cent for Capital zone, South-Eastern zone and Chungchoen region, respectively, whereas importable rata is 38.5, 28.0 and 10.9 per cent for Capital zone, South-Eastern and Chungchoeng region, respectively. In terms of the trade structure of Daegu-Gyeongbuk region and Capital zone shows the most largest importable amounts, whereas South-eastern has the largest exportable amounts.
Third, although value added inducement coefficients of textile industry in Gyeongbuk are lower than those of Capital zone and Daegu, they are greater than those of Chungchoeng, South-Eastern zone and the rest of South Korea. In terms of iron and steel industries, they are slightly higher than the rest of the regions, whereas those of electricity industry are relatively lower than all the regions to the exclusion of the rest of Korea.
Forth, the indices of the sensitivity dispersion and the power dispersion in Gyeongbuk are greater than the others, whereas the index of effects in textile industry is higher comparing the average values for whole industry. Finally, the index of the sensitivity dispersion in electricity industry is greater than the average values for whole industry.
Fifth, investigating forward and backward linkage of iron and steel industries, Gyeongbuk is highly correlated with the provinces of Gyeonggi, Gyeongnam and Junnam. In addition, although forward and backward linkage is low, it is relatively highly associated with the provinces of Gyeonggi and Seoul. In terms of textile industry, they are highly associated with Seoul and Gyeonggi, and slightly related with Gyeongnam, Busan and Ulsan. Its backward linkage with Daegu is also apparent.
Sixth, in terms of product inducement coefficient of iron, steel and electricity industries, Gyeongbuk imposes on the greatest economic impact on Capital zone and next South-eastern region. Regarding on textile industry, Gyeongbuk imposes on the greatest economic impacts on itself and South-eastern region, and next Capital zone and Daegu city.
The policy implications from this study are as it follows. The leading industries of Gyeongbuk region are not highly correlated with those of Daegu city, whereas they are more associated with Capital zone and South-eastern region. This suggests that Gyeongbuk should look into an adequate and desirable way to cooperate with Capital zone and South-eastern region. In addition, when addressing a development plan of a specific industry, it is necessary to analyze the industrial linkage structures between regions in order to enhance its synergy effects.
