북-중-러 접경지대를 둘러싼 초국경소지역 개발협력과 동북아시아 지역정치 (North Korea-China-Russia Trans-national Sub-region Development Cooperation and Northeast Asian Regional Politics)

초록

북한 동북지방, 중국의 동북 3성, 러시아의 연해주지방이 함께 만나는 두만강 하구의 경제협력 프로젝트에 대한 관심이 최근 커가고 있는 가운데, 이글은 상기 초국경지역 개발협력이 참여국들의 어떤 개별 및 양자적 이해를 동력으로 추진되고 있으며 이 노력들이 동북아 지역정치 일반에 대하여 지니는 영향과 의의는 무엇인가 밝히려는 시도이다. 두만강지역개발계획(Tumen River Area Development Plan)으로 출발하여 광역두만강개발계획(Greater Tumen Initiative)으로 이어지는 동북아 소지역협력은 참여국들의 복잡한 이해가 얽히면서 양자, 3자 그리고 다자의 협력구도가 복합적으로 작동하고 있다. 중국의 동북진흥전략과 러시아의 극동·자바이칼 개발계획 및 광역블라디보스톡 건설 그리고 북한의 나진·선봉 특구개발은 이 소지역협력의 중요한 동력이 되고 있다. 문제는 이 소지역협력이 단순히 북-중-러 경제협력의 차원에서 머물지 않고 향후 동북아시아 지역협력의 구도와 북한의 미래에 커다란 영향을 끼쳐 지역정치의 질서의 변동을 이끄는 모멘텀을 형성할 가능성이 있다는 점이다. 따라서 이 소지역협력의 지역정치적 의미와 영향을 이해하기 위하여 동북아 세력망 구도에서 관찰되는 ‘사회적 자본’과 ‘구조적 공백’을 네트워크론의 견지에서 파악하는 작업은 유용하다. 그리고 이러한 작업의 결과 동북아 소지역협력이 중국 주도형의 경직적 사회적 자본으로 형성되거나 미국 등에 의한 대(對)중국 견제로 와해되는 것보다는 균형적이고 유연한 사회적 자본으로 성장해 가는 것이 필요하며, 이 과정에서 러시아와 한국 그리고 북한 사이의 협력이 중요한 역할을 할 수 있음을 발견하였다. 따라서 한국의 대응 방식은 경성 권력의 대결보다는 관계적 권력의 조정을 지향하는 네트워크의 구성을 추구하는 것이 바람직하며, 그것은 궁극적으로 동북아 소지역협력이 동북아 지역단위의 형성과 연계될 수 있는 협력 가능성을 지향하여야 함을 보여주고 있다.

영어초록

Recently interest over the economic cooperation projects in the lower Tumen River area where the NE part of North Korea, NE China(Dongbei) and the Primorsky Krai region of Russia share borders is growing. It is important to illuminate what is the driving forces of such subregional development cooperation is being promoted between the participating governments, and what are the implications of those efforts in relation with regional politics in Northeast Asia. The NE Asia subregional cooperation consisting a range of initiatives from the Tumen River Area Development Plan to the Greater Tumen Initiative is operating in a complex dynamic as sophisticated calculations of interests and understandings of bilateral, trilateral and multilateral cooperation structure are being intertwined. The NE Revitalization Plan of China, the Far East and Zabaikal Development and the Vladivostok Mega-City Construction of Russia, and Rajin-Sonbong Economic Special Zone development of North Korea are key forces behind the promotion of the subregional cooperation project. It is possible that this subregional cooperation can create a momentum of change in regional political order as it develops beyond a level of economic cooperation, which will significantly influence the future dynamic of NE Asia regional cooperation and the future of North Korea. Therefore, in order to understand the implications and impacts of the subregional cooperation on regional politics, it is useful to understand the ‘social capital’ and ‘structural holes’ observed in the power networks of NE Asia in the context of Network Theory. It is found out that it is necessary for the subregional developments in NE Asia to develop into a more balanced and flexible social capital, not as a rigid social capital led by China nor as a part of the US’ China policy and the cooperation among Russia, South Korea, and North Korea cna play a meaningful role. Therefore, this study shows that it will be wise for South Korea to pursuit a formation of network that aims for an adjustment of relational power in the region rather than a hard power competition, which ultimately entails aiming for the possibility of cooperation that links subregional development with region-formation efforts in Northeast Asia.
