시대구분에 따른 전문대학 비서과 역사적 사건 고찰 (A Historical Review of Secretarial Departments at Vocational Colleges)

초록

전문대학은 21세기 교육시장 개방 및 무한경쟁시대에 이르기까지 고등직업교육기관으로서 중심축을 담당해 왔다. 하지만 최근 전문대학은 학생자원의 감소, 대학의 양적 팽창, 일반대학에 의한 기능 잠식화 경향, 유사기관의 난립, 빈약한 정부재정지원 등으로 인해 고등직업교육기관으로서의 역할에 어려움을 겪고 있다. 이러한 전문대학이 처한 어려움은 각 학과에도 영향을 주어 전문대학 비서과도 여러 가지 어려움을 겪고 있다. 따라서 앞으로 전문대학의 어려운 상황 속에서 비서과가 계속적으로 전문직업인 양성 배출의 기능을 잘 수행하기 위해서는 전문대학 비서과의 역사에 대한 고찰이 필요한 시점이다.
이 연구는 전문대학 비서과를 태동기, 성장과 성숙기, 위기 및 진화기로 구분하여 살펴보았다. 이 때 분석 근거는 주요 사건과 특징, 전문대학 비서과 시대별 학과수 및 재적 학생 수, 학과명칭의 변화, 지원자 수, 입학생 수, 경쟁률, 비서학논총 논문 수, 전문대학 소속 연구자의 수, 취업률이다.
연구의 결과는 다음과 같다. 첫째, 전문대학 비서과는 전문대학의 역사와 정책에 영향을 받으며 발전하였다. 둘째, 전문대학 비서과는 양적인 발전은 감소하였지만, 질적인 발전은 여전히 이루어지고 있다. 셋째, 전문대학 비서과는 시대의 요구에 맞춰 적응하고 변천하였다.
이러한 결과를 통해 전문대학 비서과가 정체성을 가지고 타 전공 학생들과 구별된 비서과 고유의 전문성을 지닌 비서인재를 배출할 수 있도록 해야 하고, 전문대학 비서과 졸업생들이 전문비서로서 성장하기 위해 계속교육과 재교육이 이루어질 수 있는 평생학습교육체제를 구축해야 하며, 전문대학 입학자원의 감소를 극복하기 위해 전문대학 비서과의 입학 자격 및 교육 대상을 다양화하여 교육 수요자를 확보하고, 비서과의 특성에 알맞은 우수한 학생을 선발할 수 있는 독자적인 전형을 활용 할 수 있도록 해야 한다는 제안점을 도출하였다.

영어초록

Vocational colleges had played a crucial role in vocational training in higher education until the Korean education market opened and went to the age of limitless competition in the twenty-first century. However, vocational colleges have recently had a hard time to play their role because of the declining number of students, the quantitative expansion of universities, encroaching on vocational educational role by universities, flooded similar institutions, poor government funding, and so forth. These factors affect each department at vocational colleges, just as secretarial departments are facing great challenges. In this critical situation, a historical review of the secretarial departments of a vocational college might provide insights to train and educate professional secretaries continually.
This research examines the secretarial departments of a vocational college in three periods: the begging period, the growing as well as maturing period, and the crisis period followed by evolution. At this time, primary events and character, number of departments,number of enrolled students, alteration of department titles, number of applicants, number of entering students, competition rate, number of paper of Korean Association of Secretarial Science, number of researchers, and employment rate serve as the basis for analysis.
The results are as follows: first, the secretarial departments of a vocational college is developed and affected by the history and policies of vocational colleges. Second, the number secretarial departments of a vocational colleges have decreased, but the quality has improved. Third, secretarial departments at vocational colleges adapt and change according to the present needs.
This research suggests that the secretarial departments of a vocational college need to produce talented secretaries who are distinguished with other department graduates. Also,a lifetime education system should be established for secretarial graduates, so that they can grow professionally. Finally, to reverse the decline, secretarial departments need to modify the own admission process.
