In Edo era, Japanese government recognized Dokdo as Chosun’s territory and banned the sailing to Takeshima. That recognition led to the Secret Investigation Report on Chosun(朝鮮國交際始末內探書, 1870) of Ministry of Foreign Affairs and Dajokan Directive(太政官指令, 1877) of Dajokan, the highest national institution of Meiji government, in the beginning of Meiji era.
The Ministry of Foreign Affairs of Japanese Meiji government confirmed that Dokdo was Chosun’s territory regarding Dokdo as ‘neighboring island of Ulleungdo’ in Meiji year 3. In Dajokan Directive, Meiji government recorded Dokdo under the name of ‘Ulleungdo and one other island’ and reconfirmed it as Chosun’s territory in Meiji year 10.
The Secret Investigation Report on Chosun of 1870 and Dajokan Directive of 1877 were the result of geographic recognition which regards Dokdo as an annexed island of Ulleungdo, and Dajokan Directive reconfirmed the fact that “Ulleungdo and Dokdo were confirmed as Chosun territory during the Ahn, Yong Bok Incident”. As Takeshima Issue Study Group of Shimane Prefecture asserts, this was not due to confusion or error of the Japanese name on Dokdo. Dajokan Directive put an end to historic dispute regarding the Dokdo Sovereignty. In 1877, Dajokan, the highest national institution of Meiji government, ordered Shimane Prefecture “not to record Ulleungdo and Dokdo as land of Shimane Prefecture” by way of Department of the Interior, the government institution in charge of territory. Japanese Meiji government announced Korean sovereignty of Dokdo by recording Dajokan Directive in Dajoruiten, the official gazette.
Since Dajokan Directive was made public by the conscientious Japanese scholar in 1987, Dajokan Directive has been studied mainly by Japanese scholars. On the other hand, Korean scholars’ study is not sufficient. Moreover, Dajokan Directive has been undervalued by most Korean scholars.
Japanese who insist that Dokdo is Japanese territory are focusing all their efforts on stubbornly claiming that Dajokan Directive has nothing to do with Dokdo. Considering this, Korean researchers have to utilize Dajokan Directive as an important point of argument in Dokdo controversy. Dajokan Directive would be conclusive evidence in judging territorial belonging not only in historical aspect but also under international law.
