초록

This dissertation is based on comparison of veteran benefit policies of leading
nations. To summarize the comparative result of veteran benefit policies of
each nation, the United States is most active in supporting veterans by
various employment, education, medical insurance, and loan services, and
encourages veterans' honor memorial and veterans' social status exaltation
through diverse ceremonial activities.
Also, Canada and Australia have well-managed pension system for aged
low-income veterans. Japan and China, on the other hand, lead their soldiers'
patriotism and loyalty to the state by various loan services, support policies
for the disabled, educational fund support for veterans' children, and
ceremonial activities such as construction of memorial statues. Australia's
pension service system is especially noticeable; pensions for general aged
citizens by social security services are paid to male citizens over 65 or
female citizens over 60. On contrast, the appropriated ages for veteran
beneficiaries are 60 for male citizens and 55 for female citizens, endowing
substantial help.
In addition, Australia runs counseling center for Vietnam War veterans, and
Canada offers land distribution and loan services to the purchasing veterans of
the Second World War, as well as medical service of superior quality such as
periodical visit and treatment of nurse.
Also, China grants prioritized employment to one of the family members of
the veterans, and offers living expenses as well as various medical, traffic,
and educational fees according to certain standard of living after the
retirement of the veteran. China compensates soldiers' contribution to the
nation in universal level by publishing the register of revolutionary patriots,
offering certificates of distinguished services and certain standard of allowance
for honorable services.
As of Korea, the amount of support fund is so meager that it doesn't give
any substantial help and there are often problems of equity compared to other
support services of other executive departments. The issue of equity is hard
to ignore because the contents of support substantially differ among
discharged soldiers, participant soldiers in war, contributors for independence
war, and contributors for democratic campaign despite the fact that the
beneficiaries receive help from same executive program and bureau. To add,
even though employment guidance education program is focused on discharged
soldiers, most of the time it is short-lived and one time education right after
military discharge. The education program should be converted to long-term
and welltimed employment program under cooperation with industrial human
resources offices and public corporations. The educational support budget is as
low as 180,000 Won per month, and it should be increased to around 300,000
Won per month, an amount that the Department of Labor offers for the
unemployed until reemployment, in order to give the veterans practical help.
The government should impose certain percentage of veteran employment to
private and public corporations and supervise the adherence, much like female
employment duty, in order to substantiate the governmental support benefits.
