최근 3~5년 사이에 학교사회복지 실천 학교의 수는 급격히 증가하였다. 그러나 한국사회복지환경의 변화는 보다 전문적이고 체계적인 접근방법을 요구하고 있다. 이 점에서 우리가 주목할 연구사례가 We Start 프로젝트이다. We Start 사업은 이제까지 학교사회복지사들이 필요성은 느꼈지만 현장에 체계적으로 활용하지 못해왔던 사례관리를 학교복지에 적극적으로 활용함으로써 이 분야의 개척자적인 성과를 보여주고 있다. 따라서 본 연구에서는 경기도내 12개 학교의 사회복지사들을 인터뷰하는 복수사례연구를 통하여 학교현장에 사례관리를 활용하기 위해서는 어떠한 방법론적 전략과 문제점들에 중점을 두어야 할 것인가를 가늠해 볼 수 있는 기회를 갖고자 하였다. 이를 위해 모두 5개 영역의 연구문제를 선정하였다. We Start 학교사회복지의 사례관리 현황, 발전 및 정착과정, 강점과 성공요인, 사례관리자의 역할과 기술, 한계점과 발전과제가 그것이다.

영어 초록

For the recent three to five years, Korean government and professional in this area have tried to integrate education and welfare. As a good model, There is We Start school social welfare project. We Start project is an aid program which uses case management as its main strategy for poor children and it started by focusing on Gyeonggi -do in May 2004. To research of We Start project, I chose multiple case studies as a research method and had in-depth interviews with school social workers from We Start twelve schools. I have selected some issues in five areas to understand the concept and contained meanings of We Start school social welfare project Hypotheses I have suggested in the beginning are as follows. First, what are recent situations of case management of the We Start school social welfare project? Second, how were We Start school social welfare and case management developed? Third, what are keys to the success and merits of We Start school social welfare? Forth, what are the qualifications and roles of a case manager of We Start school social welfare? Fifth, what are the flaws of We Start school social welfare and what should be done in the future for further development? On the basis of my research results, I propose a few suggestions to improve case management and school social welfare. First, school social welfare should start when a school year begins after 1-2 months of preparation along with annual plans. Second, schools should consider one group of two workers to run school social welfare office. Third, the environment needs to be more cooperative among those both in and out of school. Fourth, it is important to make the system stable for case management. Fifth, a line of responsibilities shall be defined clearly.
