In January 1918, at the end of the war, President Wilson declared national self-determination, saying, "Allies, Britain and France, should block the annexation of the colonies and resolve the colonial issue through the League of Nations." This inspired the colonial people to fantasize of independence. Wilson's national self-determination gave nationalists and intellectuals both inside and outside the country the illusion that we could soon become independent with the help of the great powers. This was an important trigger to trigger the March 1st Movement. Korean students studying in Tokyo also began discussing the issue of independence in late 1918. Ten representatives of international students made the Declaration of Independence and announced it in Tokyo on the morning of February 8.
