정신지체인에 대한 사회의 보호유형 및 특성은 그 시대의 일반적인 태도를 반영한다(Doll.1972).사회가 정신지체인을 위협적 대상으로 보는 경향은 계속 남아있었고,국가는 대공항과 2차 세계대전으로 인해 정신지체인의 복지향상을 위한 여력이 없었다.그러나 이렇게 정신지체인에 대한 무관심이 팽배한 시기였음에도 불구하고,새로운 씨앗이 싹트고 있었다(HEAL et al.,1978).즉,Newark State School의 Vaus(1935)는 국가가 정신지체인을 위한 부양비를 지급하는 위탁 가정보호 모델을 소개하였다.또한 Hubell(1941)은 오늘날의 그룹홈과 어느 정도 유사한 거주 시설을 서술하기도 했다.대규모 수용시설(PRFs)이 지역사회거주시설(CRFs)로 변화되는데는 여러 요인들이 적용하였다.아마도 그것은 사회의 획기적인 사건,사람들의 태도 변화,사회경제적 조류의 누적에 기인했다 할 수 있겠다.이러한 변화는 인권에 관심이 고조되고,경제적 호황을 누리는 시기에 시작되었다. Cobb와Elder`s(1972)는 ‘대중매체란 사회안에서 인간의 감정에 영향을 줄 수 있는 기사자료에 많은 관심을 갖는다“고 주장했다.1966년 Blatt와 Kaplan은 「Christmas in Purgatory」라는 사진첩을 출판했는데,시민들은 정신지체인이 거대한 시설에서 인간이하의 비참한 상태로 살고 있다는 것을 사진첩을 통해 알게 되었고,이에대해 시민들은 울분을 토해냈다는 것이다.1960년대 후반과 1970년대 초반의 사회적 분위기는 개인의 인권에 많은 관심을 쏟은 ’개방사회‘라는 것이 특징이다(Baker & Scullberg,1967).당시 경제상황은 낙관적이고,국가는 중요한 사회문제를 돈으로 해결할 수 있다고 생각되면 지원을 했다.(Willer & Intagliata,1984).정신지체인이 대규모 수용시설의 비참한 상황에서 살고있다는 것이 대중매체에서 많이 드러남에 따라,점점 더 많은 부모들은 자기 자녀들을 집에서 키우려고 했다
