2008년 세계금융위기 이후 세계는 경기침체로 접어들었다. 미국발 서브프라임 모기지 사태로 일어난 세계금융위기는 수십 년간 진행되어온 금융화와 세계화에 대한 반성과 함께 새로운 패러다임에 대한 요구를 증폭시키는 기회가 되었다. 그러나 오래 지속될 것이라 예상되었던 위기는 반복된 또 다른 위기들 속에서도 점차 회복되는 모습을 보이고 있다. 그러나 여전히 완전한 극복을 장담하는 이는 아무도 없고 실제로 그렇지도 않다. 특히 경제부문에서 2008년의 위기를 극복했다는 자축의 소리와는 달리 노동시장 혹은 일자리 문제에서는 눈에 띄는 회복을 경험하지 못하고 있다. 경제의 지속적인 회복과 성장을 위해서는 노동시장의 활성화가 중요하지만, 각국의 노력에도 불구하고 노동시장의 회복은 더 많은 정책적 노력을 필요로 한다. 단순하게 노동시장의 양적인 측면에만 집중해 단기적인 성과에만 정부들이 집착하게 된다면 오히려 상황은 악화될 것이며, 노동시장의 활성화를 위해서는 여러 요인들을 종합적으로 분석하고 정책을 만들며 적극적으로 실행해야한다.
노동시장은 한 국가, 나아가 세계 경제에 큰 영향을 미침과 동시에, 이것에 영향을 미치는 요인 역시 매우 다양하다. 본 논문에서 초점을 맞추고 있는 요인은 크게 두 가지이다. 하나는 산업 구조적인 측면이다. 포드주의(Fordism) 시대 이후 산업 구조는 변화를 거듭해왔다. 제조업중심의 경제에서 서비스중심의 경제로 이행하고 있고, 이와 함께 보조적인 역할에 그쳤던 금융이 새로운 산업으로 급부상하고 있다. 특히 금융의 성장은 자본의 새로운 이윤창출 수단을 제공하고 있으며, 이와 함께 진행되어온 세계화는 자본이 더 넓은 시장에 접근할 수 있게 도와주었다. 그러면서도 세계화된 금융은 2008년 세계금융위기에서 지적되듯이 경제를 더욱 불안정하게 하는 요인으로 작용하고 있다. 이러한 제조업의 쇠퇴와 서비스, 금융부문의 성장은 노동시장에도 큰 영향을 미치는데, 이 논문에서는 경제에서 이들이 차지하는 비중이 노동시장과 어떠한 관계가 있는지 살펴보고자 한다.
