the European Commission

I. Introduction

The Commission is the role of an executive administration for the Union. And the European Commission has a sole right to propose the legislation and this makes the Commission powerful. But still the Commission has to act in the boundary of agreed policy areas in the Treaties and work together with Council of Ministers and the European Council.

II. Composition

The composition, powers and tasks of the European Commission can be found in Articles 211-19 EC. Because the Union itself has increased in membership and the Commission has also, the concern of effective management of the Commission became evident. As from 1 November 2004, it was agreed for five years, the Commission will remain its twenty-five members and if CT comes into force, by the Article I-26(6), the number should reduce to two-thirds the number of member states, as from 2014.
