미시권력들의 작용과 생명 정치 : 푸꼬의 권력분석틀과 아감벤의 근대 생명정치학 비판 (Micropowers and Biopolitics)

초록

서구 근대 주체의 신체와 생명에 관한 푸꼬의 미시권력 분석, 생명관리 권력bio-pouvoir과 그것을 잇는 아감벤의 생명 정치bio-politica는 어떤 관련을 갖는가?
일상 공간에서 신체를 길들이는 규율절차들에 대한 분석은 ‘생명관리 권력’에 관한 분석으로 나아가는데, 그것을 새롭게 사고하려는 ‘생명정치’의 틀은 ‘예외 상황’에서 주권적 권력에 의해서 추방되고 수용소에서 모든 권리를 상실한 ‘자연 생명nuda nita’과 ‘희생당하는 인간homo sacer’을 주제화한다.
규율 권력은 일상 공간에서 작용하는 지식-권력과 테크놀로지들의 작용이 근대 사회의 선험적 조건임을 제시하는데, 이와 맞물리는 생명을 관리하는 권력은 자연 생명을 권력의 배려 하에 두고자 한다. 생명정치의 틀은 수용소라는 예외적 상태가 정상적인 법, 정치 질서의 기반이고, 자연 생명zoē을 정치적 삶bíos으로 고양시키려는 아리스토텔레스 이래의 사고가 어떻게 자연생명을 정치공동체에 ‘배제하는 방식으로 포함하는’ 지, 전체주의와 자유민주주의 모두가 어떻게 자연 생명을 권리의 원천이자 희생 지점으로 삼는지를 밝힌다. 생명 정치는 모든 곳을 잠재적인 수용소로 만들고, 살 가치가 없는 생명들을 제거하고, 건강과 치안의 이름으로 국민의 생명을 형태화하고, 실험용 인간들을 과학지식을 위한 도구로 삼는다.
푸꼬는 계몽적 기획에 따르는 ‘능력과 자유의 역설’ 때문에 능력을 증대시키면서도 권력관계를 강화하지 않을 실천 형태를 모색한다. 그리고 자연 생명은 그것에 투자하는 권력의 대상이지만, 동시에 근본 욕구들과 권리들의 지향점, 권력에 대항하는 지점이기도 하다. 아감벤은 근대 서구의 정치 공간에서 자연생명이 ‘적절하게’ 정치화되지 않았다고 보고 자연생명과 정치적 삶bíos의 새로운 관계를 모색하고자 한다.

영어초록

How are Michel Foucault’s analysis of micropowers, “biopower” and Giorgio Agamben’s “biopolitics” related (regarding the body and the life of the modern western subject)? While Foucault’s analysis of disciplinary procedures that domesticate the body in everyday spaces leads to that of “biopower,” Agamben’s framework of “biopolitics,” which seeks to rethink biopower, thematizes the “bare life” (nuda vita) and the “sacred man” (homo sacer: who may be killed and yet not sacrificed), which have been exiled by sovereign power under “the state of exception” and have lost all rights in concentration camps.
Foucault’s disciplinary power demonstrates that the play of power-knowledge and technologies, which operate in everyday spaces, is the transcendental condition of modern society, and the power that controls life, which works in tandem with such a condition, seeks to subsume the bare life under the regulation of power. Compared with it, Agamben’s framework of biopolitics illuminates how the state of exception of concentration camps is the basis of normal legal and political order, how political thought of the west since Aristotle, which politicize the bare life into the political life, has included the bare life in the political community as “an inclusive exclusion”, and how both totalitarianism and free democracy turn the bare life into the source of rights and the locus of their sacrifice. Biopolitics transforms all places into potential concentration camps, eliminates lives that does not deserve to live, gives form to the lives of a people in the name of health and public peace, and uses human guinea pigs(VP: Versuchspersonen) as the instruments of scientific knowledge.
Foucault seeks to find a form of praxis that will enhance one’s ability but will not strengthen power relations, because of the “paradox of ability and freedom” ensuing from the project of enlightenment. In addition, the bare life is the object of power that invests in it yet, at the same time, it is the destination of fundamental desires and rights. Arguing that the bare life has yet to be politicized “appropriately” in the political space of the modern west, Agamben seeks a new relationship between the bare life(zoē) and the political life(bios).
