탈북청소년의 사회적응과 효과적 지원방안 모색 (Examination on North Korean Adolescent Defectors’ Social Adaptation and Effective Support Measures)

초록

현재 탈북청소년은 ①북한출생 탈북청소년, ②제3국출생 탈북청소년, ③남한출생 탈북청소년, ④무연고 탈북청소년 등 네 부류로 구분되며 정부 부처에서는 통일부의 남북하나재단(북한이탈주민재단)과 교육부 산하의 탈북청소년교육지원센터 그리고 여성가족부의 무지개청소년센터가 이들의 교육지원과 정착지원을 맡고 있다. 그 밖에도 여러 민간단체가 탈북청소년 지원사업을 진행하고 있지만, 현재까지 전체적이고 종합적인 지원체계가 없고 각 기관과 지원단체 간 역할 분담이나 조정이 미흡하며 이에 따른 사각지대가 발생하고 있다. 전체 탈북민 입국자 중 24세 미만의 탈북청소년은 20% 정도를 차지한다. 한국에 입국하여 정착하고 있는 탈북청소년은 이질적 교육제도, 학업 공백의 기간, 어려운 가족 환경, 정서적･심리적 불안 등으로 한국의 일반학생들과 비교하여 학업 수준 편차는 매우 크고 학교 교육 적응뿐만 아니라 정체성의 혼란과 언어와 사회문화적인 부분에 이르기까지 부적응 현상이 심각한 것으로 나타나고 있다. 한국에서 탈북민과 그 자녀의 사회적응과 삶은 분단국가의 구성원 모두가 함께 한반도 통일시대를 연습해보는 ‘미리 온 통일’과정이자 남북통합의 바로미터이며 통일국가에서 남북한 출신의 국민이 함께 상생할 수 있는지를 살펴보는 시금석이라고 할 수 있다. 특히 한반도의 미래와 통일의 관점에서 탈북청소년이 향후 남북통합과정에서 중요한 인적자원으로, 통일국가의 주역으로서 역할을 감당할 수 있을지는 우리의 관심과 배려에 달려있다고 해도 지나치지 않을 것이다.

영어초록

North Korean adolescent defectors are currently divided into ①those born in North Korea ②in the third country , ③in South Korea, ④ without relations, and several governmental departments such as Korea Hana Foundation(North Korean Refugees Foundation) under the Ministry of Unification, Educational Support Center for North Korean Adolescent Defectors under the Ministry of Education and Rainbow Youth Center under the Ministry of Gender Equality and Family are responsible for the educational and settlement support for them. Although many other private groups have implemented support projects for them, there have been not any entire and comprehensive support systems and the roles of each agency and support group are not clearly divided or coordinated, so some blind spots occur.
There is substantial academic achievement gap between North Korean adolescent defectors who were admitted to and subsequently settled down in South Korea and normal South Korean students, since the former usually face the heterogeneous educational system, academic break, disadvantaged family environment and emotional/psychological anxiety. They also seem to suffer from identity crises and serious maladaptation to not only school education, but also language and society. North Korean adolescent defectors younger than 24 years old account for about 20% of the whole North Korean defectors.
The social adaption and life of both North Korean defectors and their children in South Korea are the 'Unification in Advance' process in which all members in the divided country can practice the unification era of the Korean peninsula and may be barometers for the unification of North-South Korea and standards for judging whether people from both countries can achieve co-prosperity. In particular, it is no exaggeration to say that whether North Korean adolescent defectors can serve as important human resources in the process of South-North Korean unification and play roles as leading actors in the unified country depends on our attention to and care for them, from the perspective of the Koran peninsula's future and unification.
