황해도 해주 지역 3·1 운동의 전개와 성격 -주도층 변화를 중심으로- (The Development of March First Independence Movement of 1919 in Haeju of Hwanghae-do and its Characteristics: Focusing on the Change in Leading Groups)

초록

해주는 황해도의 17개 군 중 가장 많은 만세운동이 일어난 지역이자 황해도 남부 만세운동의 시발점이 되는 지역이었다. 이러한 상징성에도 불구하고 해주 지역 3·1운동에 관한 연구는 그 전개 과정을 밝히는 정도에 머물러 있다. 이에 일제 수형자료와 신문자료 등을 활용하여 해주 3·1운동의지역적 특성을 밝히고자 하였다.
해주는 황해도 도청이 위치한 중심 도시였을 뿐만 아니라 개성과 더불어상업이 크게 발달해 있던 지역이었다. 황해도의 중심지였던 만큼 유림이활발히 활동했던 지역이었으며, 일찍이 교육 시설이 확충되어 학생층 역시성장해 있었다. 또한, 기독교와 천도교가 널리 퍼져 그 지역적 지반이 탄탄한 곳이기도 했다. 이러한 해주에서 시행된 국유지조사 사업과 일본 정부의 쌀 매입 정책은 해주 농민과 상인들의 불만을 야기하였다.
해주 지역 3·1운동은 3월 1일부터 4월 11일까지 전개되었다. 3월 1일종교계의 주도로 시작된 만세운동에 학생이 적극적으로 참여하면서 그 시위 규모가 확대되었다. 그러나 일제의 강력한 탄압으로 인해 해주 지역3·1운동은 3월 17일 시위를 마지막으로 잠시 소강상태에 들어갔다. 3월말, 해주면을 중심으로 다시 시작된 만세운동은 더욱 격렬한 형태로 진행되었으며, 해주군 주변부로 확산되었다. 해주군 외곽지역으로 확산된 만세운동은 4월 11일까지 전개되었다.
이상의 내용을 통해 해주 지역 3·1운동의 특징은 다음과 같다. 첫째, 해주 지역 3·1운동이 황해도에서 가장 먼저 일어날 수 있었던 것은 해주 기독교계가 중앙 기독교단과 긴밀한 관계를 맺고 있기 때문이었다. 둘째, 해주의 3·1운동은 황해도에서 일어난 3·1운동 중 가장 오랜 기간 전개되었다. 이는 황해도 북부 지역과는 구분되는 해주만의 특징이었다. 셋째, 해주지역 학생들은 만세운동의 대중화에 주요한 역할을 담당했다. 해주 학생층의 이러한 역할은 선행 연구에서 밝혀지지 않았던 해주 지역 3·1운동의새로운 모습이었다. 넷째, 해주 지역민들이 만세운동의 주도층으로 성장하는 모습이 관찰된다. 기생, 상인, 농민 등은 본인이 살고 있는 지역을 기반으로 만세운동을 주도하였다. 이와 같이 지역민들이 만세운동의 주도층으로 성장하며, 만세운동이 해주군 서쪽에서 집중적으로 나타나게 된다.
본고에서 살펴본 해주 지역 3·1운동의 모습은 만세운동의 전개만을 규명했던 기존 연구를 보완하는 데 큰 도움이 될 것이다. 또한, 수안 지역과는 다른 황해도 3·1운동의 모습을 밝혔다는 점에서 지역사적 의의를 찾을수 있다.

영어초록

Haeju is the region where the Manse Movement took place the most among the 17 guns of Hwanghae-do and also a starting point of the southern Manse Movement in Hwanghae-do. Despite that symbolicity of it, research on the 3·1 Movement in Haeju has just remained in the step of understanding its development. Therefore, this study is aimed to figure out the regional characteristics of the 3·1 Movement in Haeju by utilizing such materials as the Japanese Empire’s imprisonment data and newspaper articles.
Haeju was not only a central city of Hwanghae-do where there was a do (provincial) office but a region much developed commercially along with Gaeseong. As it was the center of Hwanghae-do, Yurim did work actively in it, and as education facilities were expanded in it early, a large number of students were there, too. Also, Christianity and Cheondogyo were widely spread in it and laid their regional grounds solidly there, too.
The land investigation project and the Japanese government’s rice purchase policy implemented in Haeju, therefore, did arouse complaints from the farmers and merchants in it.
The 3·1 Movement in Haeju developed from March 1st till April 11th.
As the students joined aggressively in the Manse Movement initiated by the religious circles on March 1st, the demonstration became enlarged. Due to the Japanese Empire’s severe suppression, however, the 3·1 Movement in Haeju came to a lull for a while with the demonstration on March 17th as its end. At the end of March, the Manse Movement restarted around Haeju-myeon in even fiercer forms and got dispersed up to the peripheral areas of Haeju-gun. The Manse Movement spread to the outskirts of Haeju-gun developed until April 11th.
Based on the contents above, this author can sum up the characteristics of the 3·1 Movement in Haeju as follows. First, the 3·1 Movement in Haeju did take place first in Hwanghae-do because the Christian circles of Haeju were closely associated with the central Christian group. Second, the 3·1 Movement in Haeju lasted the longest among the ones that occurred in Hwanghae-do. This is attributed to the unique characteristics of Haeju differentiated from the northern area of Hwanghae-do. Third, the students in Haeju did play a crucial role in popularizing the Manse Movement. The role of the student group in Haeju was a new aspect of the 3·1 Movement in Haeju which advanced research failed to discover. Fourth, it is observed that the locals in Haeju grew as the leading people of the Manse Movement. The people including gisaeng, merchants, or farmers led the Manse Movement grounded on the regions they resided in. In this way, the local people became the leaders of the movement, and the movement was concentrated in the western part of the Haeju.
This study has examined the aspects of the 3·1 Movement in Haeju, and it will contribute significantly to complementing advanced research that dealt with the development of the Manse Movement only. Also, this research has its significance in terms of regional history as it revealed the aspects of the 3·1 Movement in Hwanghae-do differentiated from Suan’s.
