초록

지방 중소도시는 지방소멸에 가장 근접해 있으며 대도시처럼 대중교통이 발전하지도 못했다. 또한, 오랜 시간 융성했던 원 도심 상권은 아파트 밀집 지역의 상가로 이미 상권 분산이 이루어져 접근성이 개선되지 않으면 불편함을 감수하고 원도심 에 가야 할 동기가 미비하다. 따라서 본 연구의 목적은 지방 중소도시 원도심 활성화를 위한 유휴공간 활용이 접근성을 개 선하는 주차장 시설을 중심으로 선정하는 과정과 결과를 공유하는 데 있다. 연구범위는 충주시 원도의 역사문화환경 보존 지역 안에 철거되는 어울림 시장 건물이다. 연구방법은 학술논문, 학위논문 등의 문헌 조사와 소상공인 진흥공단 상권분석 프로그램을 사용하였다. 그리고 현장 조사로 부지 여건 및 주변 시설현황 등을 분석하였으며 주민 의견을 인터뷰하여 설문 분석을 진행하였다. 연구내용은 역사문화환경 보존지역에서의 건축행위, 도시계획시설 및 유휴공간에 대한 이론 고찰을 진 행하였고 선행연구를 문화재 현상변경 허가, 원도심 활성화, 유휴공간 활용, 도시시설 입지선정에 관한 연구들을 살펴보고 시사점과 차이점을 도출하였다. 3장 부지 현황 분석에서는 부지 여건과 현상변경 허용기준, 일방통행과 주차장 현황, 공공 시설, 문화재, 로컬카페 등을 조사하였다. 또한, 주민설문 분석, 주변 경관, 상권분석, 부지 활용과 관련된 법 검토 등을 종 합적인 분석을 진행하였다. 4장 부지 활용 제안은 5가지 방향을 제시하고 3가지 디자인 안을 제시한 후, 5가지 방향을 기 준으로 디자인을 평가하여 제시하였다. 결론에서는 대도시는 원도심 대중교통이 타당할 수 있으나, 지방 중소도시는 접근 성 향상을 위해 주차장 우선 도입의 필요성을 논하였다. 본 연구는 지방 중소도시의 원도심 활성화와 관련된 이해관계자들 에게 시설의 우선순위 선정에 실증적인 자료로 활용 가능할 것으로 기대된다.

In the case of small and medium-sized cities in the province, the downtown commercial districts that have flourished for a long time have already been dispersed to commercial districts in densely populated apartment areas, so if accessibility is not improved, there is little motivation to endure inconvenience and go to the downtown. Therefore, the purpose of this study is to share the process and results of selecting parking facilities that improve accessibility by utilizing idle space for revitalizing downtown areas in small and medium-sized cities in the province. The scope of the study is the demolished Eoullim Market building in the historical and cultural environment preservation old downtown, Chungju. The research method was to use literature such as academic papers and dissertations and the Small Business Corporation’s commercial district analysis program. In addition, the site conditions and surrounding facility status were analyzed through field investigations, and the opinions of residents were interviewed and a questionnaire analysis was conducted. The research content was to conduct a theoretical review of construction activities, urban planning facilities, and idle space in historical and cultural environment preservation areas, and to examine previous studies on permission for changes in cultural properties, downtown revitalization, utilization of idle space, and selection of urban facility locations, and to derive implications and differences. In Chapter 3, Analysis of Site Status, site conditions and standards for allowing changes to the current status, one-way streets and parking lot status, public facilities, cultural assets, local cafes, etc. were investigated. In addition, comprehensive analysis was conducted including analysis of resident surveys, surrounding landscape, commercial district analysis, and review of laws related to site utilization. Chapter 4, Proposal for Site Utilization, presented five directions and three design plans, and then evaluated and presented the designs based on the five directions. In the conclusion, it was discussed that while downtown public transportation may be feasible for large cities, local small and medium-sized cities need to introduce parking lots first to improve accessibility.
