초록

This study seeks to contribute to the realization of Korea as an advanced country in sports that values human rights. It does so by investigating the main causes of violence that resulted in the death of the athlete Ms. Choi, and by discussing the measures required to eradicate such violence in sports. To achieve this, this study forms a discourse with logical reasoning that applies ethical and sociological theories to explain and supplement the contents of broadcasting of major domestic media outlets.
The causes of the violence on Ms. Choi are recognized as resulting from victory supremacy, the absence of a victim-centered prevention and management system, and the lack of capabilities of the members of sports organizations and their awareness of human rights. As the first task to eradicate violence in sports, the scope and authority of investigation of the ‘Sports Ethics Center’ has been strengthened since its establishment, but the introduction of the ‘expansion of centers in each region’ and the ‘special judicial policy system’ are tasks that must necessarily follow. However, since there may are disputes over the introduction of the ‘special judicial police system,’ public debate is necessary. Second, in order to construct a prevention and punishment system, internal control through ‘education and publicity’ and external control through ‘a construction of a management and supervision system and an investigation and punishment system’ must be initiated in a systematic, cooperative and integrated manner. Third, it is important to convert and practice a sports core paradigm. Although a new direction was set by removing the ‘prestige of national prestige’ by the National Sports Promotion Act, efforts to improve such institutions remains an important task.
