임진왜란 초 官軍의 재편과 성격에 대한 재인식 (Re-recognition of the Reorganization and Character of Regular Royal Army of Joseon in Early Period of Imjin War)

초록

광복 이후 1990년대까지의 임진왜란 연구는 의병에 관한 성과가 풍부하지만, 전쟁 극복의 주요한 주체 중의 하나인 관군에 대한 연구가 부진했다. 이는 전쟁 당시 관군의 허약성과 조선 정부의 무능력한 전쟁 대응 능력을 보여주는 부정적인 시각으로 나타났다. 그러나 2000년대에 들어 임진왜란에 대한 기존 인식의 재검토를 제기한 성과를 시작으로 관군의 전쟁 대응에 대한 새로운 관점의 연구가 활발히 이루어지고 있다. 그러한 성과를 살펴보면 다음과 같다.
전쟁 발발 직후 관군은 정상적인 동원 체제를 작동하여 일본군의 침공에 대응했지만, 예상치 못한 대규모 일본군의 압도적인 공세로 초기 전투에서 연이어 패배하였다. 결국 관군 지휘부가 붕괴되고, 국왕 선조가 도성을 떠나 개성-평양-의주로 피난하였다. 이로 인해 조선은 심각한 국가적 위기에까지 몰리게 되었다. 한성 점령 이후 관군의 대응 양상을 거시적으로 살펴보면, 표면적으로 관군은 거의 붕괴되고 의병이 전쟁을 주도한 것으로 보였다. 하지만 그 실상을 좀 더 구체적으로 살펴보면, 조선 조정은 전쟁의 주도권을 장악하기 위해 북방 지역 관군의 가세를 통한 군사력 보강과 남부지역 근왕군의 출진 등 여러 조치들을 단행했고, 실제로 공세 행동에 들어가기도 했다. 반면, 일본군은 한성을 점령하였음에도 이전보다 진격 속도가 둔화되기 시작했으며, 조선 수군의 활동과 명군의 참전으로 수세에 몰리기 시작했다. 한편, 각 道의 관군도 신속한 재편이 이루어졌다. 이후 관군은 조직적인 반격을 감행함으로써, 주요 지역을 수복함과 동시에 일본군에 대한 전면적인 공격 양상을 나타났다. 또한 관군은 화포를 비롯한 화약무기를 적극적으로 운용하면서, 조총으로 무장한 일본군을 점차 압도하기 시작했다. 개전 이후 2~3개월이 지난 후에는 관군이 일본군에 대해 우위를 나타내고 있었다. 이는 임진왜란 당시 육상에서의 조선 관군의 대응이 거의 무기력하였으며, 결국 의병이 이를 대신하여 전투를 주도할 수밖에 없었다는 그간의 인식과는 다른 것이다. 이와 같은 사실은 관군의 전투력과 일본군에 대한 자신감이 급속히 회복되었음을 의미한다. 나아가 조선 왕조가 유지해온 강력한 행정력과 자기 방어의 경험이 있었기 때문에 가능했다. 이상과 같이 관군의 전쟁수행에 대해서는, 임진왜란 전쟁사에 대한 전반적인 이해를 바탕으로 정확한 평가가 이루어져야 할 것이다.

영어초록

While much research has been conducted on the Righteous Militias (義兵) in the study of the Imjin Japanese Invasion of Korea [[[or Joseon]]] (the Imjin War, 壬辰倭亂) after liberation from the Japanese colonial occupation into the 1990s, there remained a lack of studies on the regular Royal Army (官軍) of Joseon as a major actor in overcoming the war, which produced a negative view that focused on the weakness of the regular Royal Army during the war and the incompetence of the Joseon government in responding to the war. Yet, in the 2000s, starting from reviews on the previous recognition and the attitude toward the Imjin War, studies with new perspectives on the Royal Army’s responses to the war have become more visible. These results can be summarized as follows.
Even though the Royal Army of Joseon fought against the Japanese invasion by maintaining its normal mobilization system immediately after the outbreak of the Imjin War, the army was defeated consecutively in the ensuing initial battles by the overwhelming offensives of the unexpectedly large Japanese army. This led to the collapse of the regular Royal Army command, and King Sunjo (宣祖) had to leave the palace to seek shelter in Gaeseong, and then in Pyongyang and Bukju, causing a national crisis. Looking into the response patterns of the regular Royal Army from a macroscopic perspective after the fall of Hanseong (漢城), it ostensibly seems that the regular Royal Army almost collapsed and the Righteous Militia took the lead in the battles against the invading Japanese army. Looking more closely into the situations and the details, however, the Royal Court (朝廷) of Joseon had taken various measures such as strengthening its military forces by adding regular armies in the Northern regions and the Royal Guards in the Southern regions so to take superior control of the war.
On the contrary, even though the Japanese army occupied Hanseong (漢城), its speed of advance began to slow and the activities of Joseon’s navy and the participation of the Ming (明) army began to put the Japanese invaders on the defensive. Reorganization of the regular armies in each province was also quickly conducted. Subsequently, regular armies of Joseon regained major regions by launching systematic counterattacks and began to wage an overall offensive against the invading Japanese army. In addition, by actively using gunpowder weapons, the regular armies of Joseon gradually began to overwhelm the Japanese military armed with firelocks (鳥銃). Two to three months after the start of the war, the regular armies of Joseon took control in the battles, which is different from the existing recognition that the responses of the regular army of Joseon on land during the Japanese invasion were nearly helpless and, thus, the Righteous Militia (義兵) ultimately had to take control of the battle in place of the regular army.
This means that the military might of the regular army of Joseon and its confidence recovered rapidly. Furthermore, this was possible because the Joseon dynasty had maintained strong administrative control and acquired experience in self-defense. Therefore, more accurate evaluations of the regular army of Joseon must be conducted based on the overall understanding of the history of the Imjin War.
