현대 농촌 공동체의 주도적 활동가 유형과 활성화의 동력 (Leading Activist Types and Vitalization Motivesof Modern Rural Communities)

초록

이 연구는 현대 농촌 공동체 활성화의 동력으로서 주도적 활동가의 유형과 활동 내용을 분석한 것이다. 연구 결과, 현대 농촌 공동체의 주도적 활동가는 전통 마을공동체의 주체가 하향식의 지도자 유형인 것과 달리 상향식의 혁신가 유형에 가깝다는 사실을 확인했다. 즉 공동체의 운영방식이 하향식에서 상향식으로 이행되고 있었다. 또한 전통 마을공동체에서는 대개 토박이가 마을지도자로 선출되었지만, 현대 농촌 공동체에서는 귀농귀촌인들이 자발적으로 주도적 활동가가 되었다. 주도적 활동가의 유형은 구체적으로 지역사회의 자급과 자치를 중요하게 생각하는 ‘지역혁신가형’, 주민의 협력과 행정의 영향력을 중요하게 생각하는 ‘민관매개자형’, 주민의 자발적 참여와 혁신적 아이디어를 중요하게 생각하는 ‘마을지도자형’, 생태적 가치와 목표 실천을 중요하게 생각하는 ‘생태주의 운동가형’으로 나뉘었다.
한편 공동체 활성화의 조건과 배경에는 귀농귀촌한 주도적 활동가들의 역할이 컸다. 첫째, 주도적 활동가들이 고령화된 공동체 변화의 필요성을 인지하면서 공동체 활성화 운동이 시작되었다. 둘째, 주도적 활동가의 혁신적 아이디어와 도전정신으로 공동체 구성원을 설득함으로써 구성원들이 공동체 활성화에 자발적으로 참여하고 연대한 점이 공동체 활성화에 영향을 주었다. 셋째, 주도적 활동가의 봉사와 희생정신이 구성원들로 하여금 협업과 연대를 생성하는 데 영향을 줌으로써 공동체 활성화에 기여했다. 넷째, 주도적 활동가의 문제 해결 능력과 갈등 조정 역할이 구성원들의 화합을 이끌어 공동체 활성화에 긍정적인 영향을 미쳤다. 다섯째, 주도적 활동가의 경험적 지식과 학습 지도력이 공동체 구성원의 역량을 강화하고 구성원이 자발적으로 주도하여 공동체를 활성화하는 동력을 마련하였다. 즉, 오늘날 주도적 활동가들의 역량과 역할이 현대 농촌 공동체 활성화의 동력이 되고 있음을 확인하였다.

영어초록

This study analyzed the types and activities of leading activists as motives for vitalization in modern rural communities. Research results verified that, while the principal agents of traditional village communities were top-down leader types, the leading activists of modern rural communities are close to bottom-up innovator types. In other words, community operation methods are shifting from top-down systems to bottom-up systems. Also, while natives were often elected as community leaders in traditional village communities, people returning to farming and rural areas voluntarily became the leading activists of modern rural communities. Types of leading activists were concretely divided into the ‘regional innovator type’, who places importance on community self-sufficiency and autonomy, the ‘public-private mediator type’, who places importance on the influence of administration and the cooperation of residents, the ‘community leader type’, who places importance on the voluntary participation and innovative ideas of residents, and the ‘ecological activist type’, who places importance on ecological values and goal fulfillment.
On one hand, observations of the conditions and backgrounds of community vitalization show that first, community vitalization movements began as leading activists who returned to farming and rural areas recognized the need for change in aging communities. Second, persuading community members with the innovative ideas and challenging spirit of leading activists led to the voluntary participation and solidarity of members, which also positively affected community vitalization. Third, the voluntary service and spirit of sacrifice of leading activists influenced members to generate cooperation and solidarity, contributing to community vitalization. Fourth, the problem-solving abilities and conflict controlling roles of leading activists caused members to unite and this positively affected community vitalization. Fifth, the empirical knowledge and learning leadership of leading activists reinforced the capabilities of community members and provided motivation for members to willingly take the lead and vitalize their communities. In other words, it was verified that the capabilities and roles of the leading activists of today are acting as motivations for the vitalization of modern rural communities.
