IPA 분석을 통한 공동체주택의 지속가능성 평가 연구 (Evaluation of sustainability of community housing through IPA analysis)

초록

(연구배경 및 목적) 현대 사회에서 지속 가능한 주거 환경을 구축하는 것은 도시화 및 개인화, 사회적 갈등 증가, 주거불안 등 다양한 사회적 도전 과제에 직면한 도시에서 중요한 과제로 자리잡고 있다. 특히, 공동체주택은 자원 공유와 사회적 연대감을 통해 사회문제 해결 및 지속가능성을 제고할 수 있는 새로운 주거 옵션으로 주목받고 있다. 그러나 이러한 주거형태가 지속가능성을 실현하기 위해서는 실질적인 거주자의 평가 및 요구를 파악할 필요가 있다. 따라서, 본 연구의 목적은 공동체주택의 지속 가능성을 높이기 위해 IPA분석을 통해 거주자 현황평가와 전문가의 중요도 평가를 비교분석하여 종합적인 접근 전략을 도출하고자 한다. (연구방법) 공동체주택 거주자를 대상으로 조사한 공동체주택의 지속가능성 평가결과와 전문가를 대상으로 한 지속가능성 평가항목의 상대적 중요도 결과값을 바탕으로 IPA분석을 실시하였으며, 이를 통해 공동체주택의 지속가능성 증진을 위한 발전방안을 논의하였다. (결과) 수도권 소재의 공동체주택 거주자를 대상으로 현 공동체주택의 지속가능성 평가를 진행하였다. 항목별 중요도 조사 결과와 조합하여 IPA 분석을 실시한 결과는 다음과 같다. 첫째, 먼저, 사회적 지속가능성 측면에서 살펴보면, 중요도가 높으나 평가점수가 낮아서 가장 시급하게 개선되어야 할 항목들은 커뮤니티공간의 활용도, 커뮤니티프로그램 활성화, 공동체 교육 제공, 갈등관리 지원과 같은 공동체주택 내 사회적 상호작용의 기반을 마련해주는 프로그램적 지원을 의미하는 항목들이다. 둘째, 경제적 지속가능성의 경우 집중개선이 필요한 항목은 공동육아나 공동밥상과 같은 거주자 간 협력프로그램의 활성화이다. 셋째, 물리・환경적 지속가능성 측면에서는 대중교통 및 생활 SOC 접근성, 단위세대 적정면적, 수리 및 하자보수 용이성 등의 항목이 우선 개선이 필요한 항목이었다. (결론) 공동체주택의 지속가능성을 증진을 위해 중요한 항목들과 현재 거주자 평가는 상이한 부분을 보인다. 이러한 결과의 차이를 활용하여 정책적으로 단기간에 집중하여 개선이 필요한 항목들과 현상을 유지하면서 관찰하는 항목들을 도출하였다. 본 연구는 공동체주택의 지속가능성 평가항목의 중요도를 정량적으로 분석하고, 현황을 진단하여 우선적으로 개선해야 할 항목과 정책적 논의점을 제안했다는 데 의의가 있다. 본 평가모형에서 항목별 중요도와 현황평가를 조합하여 도출된 결과를 바탕으로, 한정적 재원을 가지고 만족과 효과를 극대화할 수 있는 분배의 조합을 찾아 정책적 전략을 세우는 데에 도움이 될 것으로 여겨진다.

영어초록

(Background and Purpose) In contemporary society, the construction of sustainable urban housing is confronted with a multitude of social challenges, including urbanization and individualization, the intensification of social conflict, and housing insecurity. In particular, community housing is attracting attention as a new housing option that can solve social problems and improve sustainability through resource sharing and social solidarity. However, in order for this type of housing to achieve sustainability, it is necessary to understand the actual evaluations and needs of residents. Therefore, the purpose of this study is to derive a comprehensive approach strategy by comparing and analyzing the resident status assessment and expert importance assessment through IPA(Importance-Performance Analysis) analysis to increase the sustainability of community housing. (Method) The results of the sustainability evaluation of community housing surveyed among community housing residents and the results of the relative importance of sustainability evaluation factors surveyed for experts, an IPA analysis was conducted, and through this, development plans to enhance the sustainability of community housing were discussed. (Results) An assessment of the sustainability of current community housing was conducted targeting residents of community housing located in the metropolitan area. The results of the IPA analysis combined with the results of the item-by-item importance survey, yield the following conclusions. First, in terms of social sustainability, the items that are important but have low evaluation scores and therefore require the most urgent improvement are items that mean programmatic support that provides the basis for social interaction within community housing such as the utilization of community space, activation of community programs, provision of community education, and support for conflict management. Second, in terms of economic sustainability, the area that requires intensive improvement is the activation of cooperative programs among residents, such as co-parenting and communal meals. Third, in terms of physical environmental sustainability, the items that needed priority improvement were accessibility to public transportation and living SOC, the appropriate area of ​​each household, and the ease of repair and maintenance. (Conclusions) There is a discrepancy between the current occupant assessment and the key items for promoting the sustainability of community housing. By utilizing these discrepancies in results, items requiring short-term, focused improvement were derived from policy perspectives, as well as items requiring observation while maintaining the status quo. The significance of this study lies in quantitatively analyzing the importance of sustainability evaluation items for community housing, its diagnosis of the current status, and its suggestion of priority items for improvement and policy discussion points. The combination of the importance and current status of each item in this evaluation model, it is expected to be beneficial in the formulation of policy strategies, as it allows for the identification of a combination of distributions that can maximize satisfaction and effectiveness with limited resources.
