한국 천주교회 공동체 운동의 공공성 연구: 가톨릭농민회의 생명공동체 운동을 중심으로 (A Study on the Publicness of the Catholic Community Movement in Korea: Focusing on the Catholic Farmers’ Association’s Life Community Movement)

초록

그동안 한국 천주교회의 소공동체 연구는 사목적인 차원에서 활발히 이루어져 왔지만, 상대적으로 소공동체 운동의 사회적 차원, 공적 차원에서 해석하려는 연구는 부족하였다. 가톨릭농민회와 도시 본당을 중심으로 전개되는 생명공동체 운동은 공동체 운동의 공적 성격을 잘 보여준다는 점에서 기존 소공동체 운동에 시사하는 바가 크다. 역으로, 한국 사회 내에서 모범적인 공동체 운동 사례로 소개됐던 가톨릭농민회 분회가 소공동체 운동 차원이나 공동체 운동의 공공성 관점에서 조명된 시도도 드물었다. 본고는 공동체 운동의 공공성 측면에서 가톨릭농민회를 중심으로 전개된 도시와 농촌, 생명공동체 운동 사례에 대한 분석 연구이다.
이를 위해, 가톨릭농민회와 우리농촌살리기 운동의 핵심 구성원을 대상으로 설문 조사를 진행하였다. 339명이 응답한 설문 조사는 첫째로 도농생명공동체 운동의 이상이 얼마나 실현되고 있고, 핵심 구성원들은 이 운동을 어떻게 전망하고 있는지를 파악하였다. 둘째로 이 운동이 공적 차원에서 지닌 강점, 약점과 공공성 강화를 위해 개선해야 할 사항들을 살펴보았다. 응답자들은 도농생명공동체 운동의 이상이 교회 내적인 성과에도 불구하고, 사회적이고 공적인 차원에서 큰 성과를 보지 못한 것으로 평가하고 있었다. 또한 운동의 공공성 강화를 위해, 첫째 ‘이 운동의 공동체적 성격이 지닌 사목적 의미의 교회적 확산을 위해 노력할 것’, 둘째 ‘신자 외에 일반인까지 회원 참여 범위를 개방할 것’, 셋째 ‘먹거리 정책 변화를 위한 시민 사회와의 연대’ 등 공적 역할의 구체적인 제안으로 이어졌다.
공공성 차원에서 도농생명공동체 운동이 풀어야 할 과제가 많음에도, 이 운동이 기존 소공동체 운동에 시사하는 바는 교회 밖의 시선에서 공동체 운동을 바라보는 기준을 제시, 다양한 사목 영역 간에 분절화된 현행 사목 체계를 유기적으로 통합하라는 요청, 그리고 무엇보다 신자유주의 경제 질서의 여파로 해체된 공동체적 삶을 이 시대에 되살리고자 하는 사회와 교회 차원의 공동체 운동에 길잡이 역할을 할 것으로 기대한다.

영어초록

Until now, the study of small communities of the Catholic Church in Korea has been actively conducted at the pastoral level, but studies to interpret the small community movement at the social and public levels have been relatively insufficient. The life community movement centered on the Catholic Farmers’ Association and the urban parish, has great implications for the existing small community movement in that it shows the public nature of the community movement. Conversely, the Catholic Farmers’ Association introduced as an exemplary case of community movement in Korean society has rarely been attempted to be illuminated from the perspective of the small community movement or the publicity of the community movement. This study is an analytic research on the case of the urban-rural life community movements developed by mostly the Catholic Farmers’ Association in terms of the publicity of the community movement.
For the study a survey was conducted targeting key members of the Catholic Farmers’ Association and the Our Rural Revival Movement. The survey answered by 339 respondents first identified how the ideal of the urban-rural life community movement is being realized and how key members view the movement. Secondly, it explored the strengths and weaknesses of this movement at the public level and what needs to be improved to strengthen the public nature of it. Respondents evaluated that the ideal of the urban-rural life community movement did not achieve great results on the social and public level, despite the internal achievements in the church. In addition, in order to strengthen the public nature of the movement, we first have to ‘work for the ecclesial spread of the pastoral meaning of this movement’s communal nature’. Secondly, we have to ‘open the scope of membership to the general public as well as believers’. Thirdly we need to have ‘solidarity with civil society for changing the food policy’ were specifically proposed as public roles.
Although the urban-rural life community movement has many tasks to be solved in terms of its public nature, what this movement has to do with the existing small community movement is that it provides a standard for looking at the community movement from a perspective outside of the church, and that the current pastoral system segmented among various pastoral areas can be organically reintegrated. It is expected to serve as a good guide for the community movement at the social and church level that seeks to revive the community life that has been dismantled in the aftermath of the neoliberal economic order.
