제2차 세계대전 이후의 알토 아디제: 자치를 향한 지난한 모색 (Alto Adige after the Second World War: Difficult Search for the Autonomy)

Alto-Adige, situated on the southern Alps, is a interesting territory from the point of view of regional identity crushed in the process of nation-state building. Being annexed to Italy after the First World War, this region whose majority of habitants consisted of German-speaking population continues to suffer since ever from the trouble between Italian national identity and traditional linguistic-cultural identity. Especially, the pains of inhabitants of Alto Adige came to the climax, owing to the compulsory italianization during the Fascist regime and to the semi-coercive emigration and wartime mobilization of Nazism during the Second World War. This study examines the vicissitudes which this region has experienced to take a relatively stable form of its autonomy after the World War II. The wish that Alto Adige would be annexed not to Italy but to Austria after the war was not achieved under the circumstance of the Cold War. So, it came to matter how much of autonomy could be granted, and Alto Adige made a compromise with the Italian government by the treaty of Paris in 1946 and special act of autonomy in 1948. But the execution of the act being delayed and insufficient for a decade, Alto Adige fell into violent conflicts and crises around the guarantee of a substantial autonomy from the mid-1950s. Parliamentary and non-parliamentary struggles under the initiative of the Sudtirol Popular Party on the one hand and a series of terrorism counted about 300 cases on the other hand inflicted a Dark Age over ten years on this region. With passing through this period of troubles, the government of Rome came to realize the acuteness of the Alto Adige’s problems, and the voices asking for a new virtual comprise emerged among the inhabitants of this region. The ‘Package Plan’ was a result of these mutual understandings on the base of which new special act of region in 1972 granted Alto Adige a series of extensive autonomy.
