초록

제1차 세계대전이 발발하자 한국에서 선교 중이던 서양인 선교사들은 각각 그들의 모국에서 내린 징집령에 따라 귀국하여, 전장에서 성직자·수도자로서의 성무(聖務)를 수행하였고, 동시에 군인으로서의 역할도 하였다. 그런데 군인으로서의 임무 수행은 그동안 천주교회가 내세웠던 정교분리와 상당한 거리가 있었다. 모국의 징집 명령에 응하고, 적으로부터 조국을 지키기 위해 싸우는 것을 종교적이라고는 말하기 어렵기 때문이다.
3.1운동이 일어나자 천주교 신자들은 만세운동에 참여하였고, 그로 인해 체포되었고 수감생활을 하였다. 그들은 1차대전을 마무리하기 위한 파리강화회의에서 강조된 민족자결주의를 알고 있었고, 민족자결주의에 힘입어 조선의 독립을 이룰 수 있다고 생각하여 만세운동에 참여하였다. 만세운동으로 체포된 천주교 신자들의 신문기록과 판결문을 보면 그들은 민족자결주의를 직접 언급하였고, 국민의 의무는 자기 나라와 민족을 보존하고 지배하는 것이라고 주장하였다. 곧 민족자결주의를 실천한 것이다.
한편 만세운동에 참여한 천주교 신자들의 만세운동 참여는 의(義)롭게 살라는 그리스도의 가르침을 실천한 것이었다. 천주교 신자가 된다는 것은 그리스도의 가르침을 따르는 것인데, 그것은 하느님 앞에 올바른 인간이 되어야 한다는 것이다. 올바른 인간이 되기 위해서는 바르게 생각하고 바르게 행동해야 하며, 불의한 것을 외면하지 않아야 한다. 일제가 한국을 강점 지배하고 있는 것은 불의이고, 일제의 지배로부터 해방되고자 하는 독립운동은 의를 실천하는 것이다. 따라서 천주교 신자들의 만세운동은 천주교신앙의 측면에서도 충분한 참여 이유와 의미를 부여할 수 있다.
한국천주교회는 천주교 신자들의 만세운동 참여를 금지하였다. 그러한 교회의 태도에는 1차대전이라는 이유가 있었다. 4년여의 전쟁 동안 17명의 선교사들이 징집되었지만 1명의 선교사도 한국에 파견되지 않았다. 1918년에 휴전이 선언되고 베르사유회담이 시작되었지만 많은 선교사들이 돌아오지 못한 상황인데 3.1운동이 일어났다. 많은 선교사들이 징집되어 선교에 큰 어려움을 겪고 있는데, 천주교 신자들이 만세운동에 참여한다면 박해시대보다 더 어려움을 당하리라 주교들을 비롯하여 성직자들은 생각하였다. 그래서 그들은 정교분리를 앞세우며 신자들의 만세운동 참여를 금지하였다.
3.1운동에 대한 한국천주교회의 태도는 1차대전에 큰 영향을 받았다. 천주교 신자들은 1차대전의 종전을 위해 제기된 민족자결주의에 고무되어 만세운동에 참여하였다. 그리고 신자들의 만세운동 참여는 그들이 미처 깨닫지 못했을지라도 의로운 일을 하라는 그리스도의 가르침을 실천한 것이었다. 한편 성직자들도 1차대전 때문에 천주교 신자들의 만세운동 참여를 금지하였다. 모국을 지키기 위해 1차대전에 참전하였던 외국인 선교사들은 1차대전으로 인해 많은 것을 잃었는데, 특히 선교인력이 크게 감축된 상황에서 천주교회가 만세운동에 참여함으로써 선교활동에 타격을 받을까 염려하여 천주교회의 만세운동 참여를 금지하였다. 1차대전이 천주교 신자들에게는 만세운동에 참여하는 이유가 되었고, 성직자들에게는 만세운동 참여를 금지하는 이유로 작용하였다.

When World War I broke out, the Western missionaries who were doing missionary work in Korea returned home according to the conscription order issued from their mother countries, performing their sacred duties as priests and monks on the battlefield, and at the same time served as soldiers. However, his duty as a soldier has been very far from the separation of church and state that the Catholic Church has been promoting. It is hard to say that it is religious to accept the order of the mother country to enlist and to fight to protect one’s country from enemies.
When the March 1st 1919 Movement took place, Catholics took part in the movement for the life of the people, who were arrested and imprisoned. They were aware of the national self-determinationism emphasized at the Paris Peace Conference to end World War I, and participated in the campaign for the life of the Joseon Dynasty because they thought they could achieve independence on the back of national self-determinationism. According to newspaper records and rulings of Catholics arrested for the movement of all ages, they directly mentioned national self-determinationism and argued that the duty of the people was to preserve and control their own country and people. It was a practice of national self-determinationism.
Meanwhile, Catholics who participated in the movement for the life of the people practiced the teachings of Christ to live in righteousness. To be a Catholic is to follow the teachings of Christ, which is to be the right person before God. In the right way to be a human right and unjust, and to act correctly shall not be ignored. It is injustice for Japan to dominate Korea, and the independence movement to be liberated from Japanese rule is to practice righteousness. Therefore, the Catholic Church’s campaign to keep alive can give full reasons and meanings for participation in the aspect of Catholicism.
The Catholic Church of Korea has banned Catholics from participating in the movement for the life. There was a reason for such a church’s attitude as World War I. Seventeen missionaries were conscripted during the four-year war, but no one was dispatched to Korea. A cease-fire was declared in 1918 and Versailles talks began, but many missionaries did not return, and the March 1st 1919 Movement took place. Many missionaries were conscripted and had great difficulty in missionary work, and the priests, including the bishops, thought that if Catholics participated in the campaign, they would be more difficult than during the persecution period of persecution. So, they banned believers from participating in the movement, with the separation of church and state.
The Catholic Church of Korea was greatly influenced by the March 1st 1919 Movement by World War. The Catholics participated in the movement, encouraged by the national self-determinationism raised to end World War I. And the Catholics’ participation in the movement for all ages was the practice of Christ’s teachings to do what is right, even if they had not realized. Foreign missionaries who fought in the World War I to protect their homeland lost a lot due to World War I, especially in the face of a huge reduction in the number of missionary workers, banning the Catholics from participating in the campaign for fear of being hurt by the Catholics participation in the campaign. World War I served as a reason for Catholics to participate in the movement for all ages and as a reason for prohibiting priests from participating in the movement for all ages.
