초록

20세기 초 ‘혁신주의 시대’(the Era of Progressivism)는 어떠한 혁명적, 사회적 무질서와 불안을 수반하지 않고 미국이 기본적 가치와 체제를 전반적으로 수술하고 재정립하였던 시기였다. 미국은 19세기말부터 노동자, 농민, 사회주의자, 개혁주의적 지식인과 종교인들로부터 요구되었던 정부주도의 반사회주의적 복지국가 체제의 기반을 이 시대 동안에 마련하였다. 오랜 자유방임주의적 전통과 관념에서 벗어나 정부가 적극적으로 국가의 경제·사회 체제에 간섭하고 조정하게 될 정치적 기반을 마련했다는 것은 미국사의 획기적인 전환점이었다. 미국이 그러한 혁신주의로 방향전환을 했던 데는 사회 복음(Social Gospel)이 그 한 중요한 역할을 했다는 점을 확인하려는 것이 이 글의 동기이다.
19세기 후반에 개신교 주류교파 안에서 발전해오다가 1900년에 이르러 상당한 세력을 갖추게 되었던 사회 복음은, 솔버그(Winton U. Solberg)가 “사회 복음은 혁신주의 시대를 통하여 지상에 하느님의 나라를 건설하기 위하여 사람들을 조직화하였다”고 언명한 바와 같이, 1908년 33개의 개신교 교파로 조직된 전국 기독교 교회협의회(Federal Council of the Churches of Christ in America)에서 제도적으로 구체화되었다. 이 협의회는 구성원들에게 자문하여 주고 활동을 조정하였다. 이 회는 신학을 다루기보다는 사회적 활동에 중점을 두어 주로 노동단결권, 실업, 아동노동, 범죄, 악, 빈곤에 관심을 가지면서 윤리적 원칙과 선의에 의한 진보를 강조하였다. 협의회는 국가의 조치를 요구하지는 않았지만 그 활동은 정치적 혁신주의자들의 활동을 보조하였다.
이 글은 그러한 사실들을 확인 하려는 목적에서 미국의 사회적 기독교(Social Christianity) 운동이었다고 할 수 있는 사회 복음이 발생한 사회적·지적 배경에서 시작하여, 그 종교사상적 기반을 제공한 3인-워싱턴 글래든·월터 라우쉔부시·리처드 일리-의 사상을 살펴보고, 그를 기반으로 한 사회 복음이 전파·실천된 내용을 간략히 파악해 보기로 한다. 특히 당대의 존경받는 공화당원들과 민주당원들의 지지를 받았던 혁신주의 운동은 그러한 사회적 기독교의 한 중요한 통로였다는 것을 확인하려는 데 주안점을 두려고 한다. 그 운동은 다수의 온건한 사회 복음주의자들을 그 지지층으로 끌어들였다. 대신 그들은, 제한적이지만, 정치 권력층과 접촉할 기회를 자주 갖게 되었다. 초기 혁신주의의 성립은 중앙과 지방의 정치인들과 개혁에 관심을 가진 목사들 등과의 협력의 산물이었다.
이러한 관계의 최상의 사례는 라이먼 애벗 목사(Lyman Abbott, paster of Brooklyn's Plymouth Church)였다. 그는 초기 혁신주의의 전국적 챔피언으로 떠올랐던 시오도어 루즈벨트(Thordore Roosebelt)와 긴밀한 관계를 유지하면서 그의 트러스트 파괴 정책을 적극적으로 지지하는 조언을 통해 중요한 역할을 했다. 독점에 대한 반대에서 두 사람은 의기투합하여 소수 기업가들의 횡포에 대해 국가가 그를 제압해야한다는 강력한 신념을 보여주었다. 이러한 활동을 통해 애벗은 1차 대전 이전 혁신주의자들을 공공연하게 돕는 수많은 사회 복음 목사들의 모델이 되었다. 본고는 사회 복음이 혁신주의에 끼친 영향을 분명하게 인식하여 종교가 20세기 미국 진보주의(liberalism)의 전통을 세우는 데 한 중요한 초석이 되었음을 확인하려는 시도이다.

영어초록

The Purpose of this paper is to illuminate the relationship between the Progressive movement and the Social Christianity. Social Christianity - later termed the “Social Gospel” - was an integral part of Progressive social and political thought. Biographically, institu- tionally, and philosophically, the fortunes of Progressivism and the fortunes of liberal-evangelical Protestantism were linked.
The story of the rise, spread, influence, and decline of the Social Gospel in America is one of the most distinctive and fascinating chapters in the history of Protestant social concern. Although the prospects for Protestantism in the young nation had not seemed very bright at the opening of the nineteenth century, the various movements of revivalism and missions soon were not only causing the churches to grow faster than general population, but were also having a strong influence upon the culture as a whole.
By the latter decades of the nineteenth century, however, certain threats to the great hopes for making America into an ever more Christian nation had appeared. An influential group of Protestant leaders regarded as especially serious the problems arising from the struggle between capital and labor and from the spreading blight of urban slums. They led a Protestant crusade for the kingdom of God and against social evil, which did much to prepare Americans who had been reared in an individualistic ethos for the tensions and conflicts of twentieth-century industrial life. The Social Gospel was particularly important in that it helped individuals and institutions to make the transition from a rural and small-town America to an industrialized and urban society with its inescapable social problems and regulations.
Progressivism was an important conduit for Social Christian ideas. As such it attracted many moderate Social Gospelers to its ranks. In turn they often gained limited access to the corridors of political power. The earlier formulation of the Progressivism came out of the cooperation of national, state, and local politicians with ministers and others concerned with reform. Lyman Abbott, paster of Brooklyn's Plymouth Church, would make the best case study of this relationships. Theodore Roosevelt emerged earliest as national champion of Progressivism, and Abbott became a close adviser.
Roosevelt's trust-busting programs received vigorous support from Abbott. In this opposition to monopoly both men revealed a strong belief in the power of the state over the menace of plutocracy. Abbott became the model for large numbers of Social Gospel ministers who publicly endorsed national, state, and municipal politicians claiming to be Progressives in the decades before World War I.
Before World War I Progressivism seemed the political notion most representative of mainstream Social Gospelers in the United States. From Washington Gladden to Walter Rauschenbusch to a host of lesser figures in the movement, all sought to influence Progressives. Lyman Abbott occupied a special niche in that regard because of his degree of access to the corridors of power. It is quite possible to argue that Social Gospelers on the whole had influenced the body politic.
