전통어업 기술의 진화와 전파의 인문지형 - 어전·방렴·죽방렴의 기술사적 전개 - (The Humanistic Topography of Traditional Fishing Technology: A Technological History of Eojeon, Bangnyeom, and Jukbangnyeom)

초록

전통시대 정치어업을 대표하는 어전과 방렴, 그리고 죽방렴의 관계는 오랜 기간 모호함의 영역에서 추론에 의지해 왔다. 본고에서는 어업기술사라는 관점에서 각각의 정체성을 규명하고자 했다.
먼저 조선 전기까지 정치어업은 서해안의 어전이 중심이었음을 파악하고, 18세기부터 영남 지역에 방렴이 등장하여 곧바로 함경도까지 확산하는 과정을 논의하였다. 이를 통해 서해안을 중심으로 조석간만의 물살을 막는 ‘어전’과 영남을 중심으로 조석간만이 약한 곳에서 어로(魚路)를 차단하는 ‘방렴’이 해역 단위의 기술문화권을 형성하게 됨을 논의하였다.
다음으로 근대 시기 조선총독부에서 발행하는 『관보』를 통해 어전과 방렴의 실제를 파악하였다. 어전은 전통시대의 영향력을 그대로 유지하여 서해안과 호남 일대에서 주된 정치어구의 위상을 유지하고 있었고, 방렴은 영남을 넘어서서 동해안과 서해안까지 영역을 확장했음을 알 수 있었다. 특히 어구어법의 차이를 명료하게 파악하고 기술적 다양성을 확인함으로써 조선시대 그림과 지도에 등장하는 정치어구들을 구체적인 해석의 영역으로 끌어들일 수 있게 되었다.
끝으로 근대 시기 방렴의 소멸과 죽방렴의 등장이 지닌 의미에 대해 논의하였다. 1920년대를 전후로 방렴으로 면허를 등록했던 어업이 망방렴과 승망, 호망, 각망, 소대망 등의 그물망 어업으로 전환되는데, 이 시기에 특정 해역을 중심으로 죽방렴이 새롭게 면허를 취득하는 상반되는 상황이 전개된다. 죽방렴의 성립은 ‘멸치의 상품성 부각과 해협의 물살을 막는 기술의 개발’에 의한 것으로 논의된 바 있다. 본고에서는 전형적인 어전의 기술을 사용하면서 ‘죽방렴’이라는 명칭을 사용하는 점을 주목하여 ‘발(簾) 문화권’의 언어문화적 인문지형과 관련되어 있음을 논의하였다.

영어초록

The relationship among eojeon(漁箭), bangnyeom(防簾), and jukbangnyeom (竹防簾)—the representative types of stationary fishing in traditional Korea—has long remained ambiguous, largely relying on conjecture. This study seeks to clarify the distinct identities of these fishing methods from the perspective of the history of fishing technology.
It first identifies that eojeon was the dominant form of stationary fishing along Korea’s western coast until the early Joseon period. From the 18th century onward, bangnyeom appeared in the Yeongnam region and quickly spread as far as Hamgyeong Province. This reveals the formation of distinct maritime technological-cultural zones: eojeon, designed to block strong tidal currents in the West Sea, and bangnyeom, used to intercept fish routes in regions with gentler tides, particularly around Yeongnam.
The study then examines records from the Gwanbo (Official Gazette) published by the Government-General of Korea to investigate the actual use of eojeon and bangnyeom in the modern period. Eojeon retained its traditional dominance in the West Sea and the Honam region, while bangnyeom expanded beyond Yeongnam to both the East and West coasts. By clearly distinguishing between different fishing structures and confirming their technical diversity, this study enables more concrete interpretation of the stationary fishing devices depicted in Joseon-era paintings and maps.
Finally, the paper explores the disappearance of bangnyeom and the emergence of jukbangnyeom in the modern period. Around the 1920s, many fisheries licensed under bangnyeom transitioned to net-based fishing methods such as mangbangnyeom, seungmang, homang, gakmang, and sodaemang. In contrast, jukbangnyeom began receiving new licenses in specific coastal areas. The development of jukbangnyeom is understood to be associated with the rising commercial value of anchovies and the advancement of techniques capable of controlling strong tidal currents in narrow straits. Although it employs typical eojeon technology, the continued use of the name jukbangnyeom suggests that the linguistic-cultural background of the bal(簾) culture zone played a significant role—reflecting the humanistic topography embedded in Korea’s traditional fishing culture.
