만주국 시기 北滿洲의 농업경영과 농민층의 변화 (The Agricultural Management and Change of Peasant Class in Northern Rural Areas of Manchukuo Period)

초록

만주국 시기 북만주에서는 토지의 개방과 불하 등 ‘개척’ 과정에서 소수의 특권층에게 대규모의 토지가 분배ㆍ불하되면서 토지소유의 극심한 불균등 현상과 농민층의 양극화가 초래되었다. 게다가 중국의 關內로부터 대규모의 流移民이 만주로 유입되면서 농촌에서는 농업 노동력의 과잉상태가 나타났다. 그 결과 만주국 시기 북만주 농촌에서는, 남만주나 일본과는 비교가 되지 않을 정도로 부농(大農)과 중농을 중심으로 대규모의 雇農ㆍ半雇農ㆍ빈농들이 衛星처럼 그들 주위를 떠돌면서 값싼 노동력을 제공하는 상황이 출현했으며, 이로 인해 부농(대농)경영이 상대적으로 발달해 있었다. 그런데 만주가 일본의 식민지로 전락된 이후, 만주국, 특히 북만주 농촌에서는 일본이 야기한 전쟁과 그로 인한 만주국의 대외적인 경제여건의 악화 및 전시통제정책의 실시, 전쟁 수행을 위한 농산물의 수탈과 노동력 징발, 일본인 농업 이민단을 위한 토지의 약탈 등으로 농업노동력이 부족해졌고 임금이 상승해 농업생산성이 저하되었고 농민생활도 궁핍해졌다. 이 과정에서 농민층이 下降分解하면서 자작농이 감소했고 소작농이 증가했으며, (반)고농의 급증현상도 나타나고 있었다. 이처럼 북만주 농촌에서는 태생적인 ‘개척지적 요인’과 후발적인 ‘식민지적 요인’이 서로 중첩되면서 동북아시아의 다른 지역과는 다른 독특한 농민층 구성과 농업적 속성을 드러내고 있었다

During the Qing Dynasty and the Republic of China period, in the northern part of Manchuria, most of its land have been distributed to privileged classes in the process of pioneering. Because of that, a few owned the majority of the land and many did not own the land. In the northern part of Manchuria, the distribution of land was uneven and the polarization of the peasant class was serious. In addition, large-scale poor people from China came to the north of Manchuria. As a result, there were a lot of agricultural workers in Manchurian rural areas, and they were looking for jobs. Therefore, in the northern part of Manchuria, agricultural wages were low and labor power was abundant. So, as the large landowners managed to employ a large number of low-wage workers to manage their own farms and large-scale agricultural management was also developing in the northern part of Manchuria. However, after Manchuria became a Japanese colony, Japan caused many wars. Therefore, the export environment of Manchukuo was deteriorating. In addition, the colonial authorities of Manchukuo have implemented policies to control the economy to carry out wars. And she has taken the land of the peasant, agricultural products and labor force of Manchurian farmers. As a result, the agricultural labor force in Manchukuo became scarce and wages of agricultural workers were rising. Therefore, in the northern part of Manchuria, large-scale agricultural management became increasingly difficult and agricultural productivity was falling. Also, the life of Manchurian farmers was gradually getting poorer. In addition, the farmers' class was dismantled, the number of agricultural workers decreased, and bankrupt farmers and agricultural workers increased rapidly. In short, in the northern rural areas of Manchuria, the frontier element and the colonial element interacted to reveal distinctive agricultural characteristics, different from other regions in Northeast Asia
