초록

이번 연구는 국가무형유산 기지시줄다리기를 중심으로 줄제작 과정과 변화, 지속 양상에 대해 살펴보고자 한다. 아울러 줄제작에 참여한 사람들과 구성원의 변화를 통한 전승공동체의 구성, 지역사회와의 관계에 대해 살펴보고자 하였다.
줄다리기라는 무형유산이 ‘가시화’되는 하나의 결과물이자 줄다리기의 수단인 줄을 만드는 방식은 지역에 따라 다른데, 이는 지역의 배경이 되는 생활기술이 차이가 있기 때문이다.
줄다리기의 줄제작은 지역의 전승여건의 변화에 따라, 자체적인 기술의 진보와 제작자들의 개선 의지에 따라, 또는 지역의 이해관계자들의 개입에 따라 꾸준히 변화하고 있다. 줄제작의 변화에 대해 ‘살아있는 무형유산’의 관점에서는 당연하고 자연스러운 것이기도 하지만, 끊임없는 변화에 대한 기록과 연구, 전문가들의 적절한 역할을 통해 무형유산의 본질은 지켜낼 수 있다. 또한 줄제작 과정과 줄제작 기술에 대해서도 하나의 생활공예기술로서로의 접근과 관심이 필요하다.
두 번째로는 줄제작에 참여한 사람들을 통해 보존회가 주도하지만 보다 다양한 지역사회의 구성원들이 참여하고 있는 변화하고 있는 전승공동체를 살펴보았다. 약 40여일가량 이어지는 줄제작과정에는 보존회원뿐만 아니라 다수의 임노동자들이 참여하고 있으며, 이러한 마을공동체와 보존회원을 벗어난 인적 구성의 부분은 큰줄제작, 줄다리기에서도 발견된다. 과거의 균질한 구조와 형태의 마을공동체가 아닌, 다양한 직업군과 복합적인 사회 구성으로 인해 마을 단위의 참여는 오히려 과거에 비해 축소했다. 전승지역공동체 주민들만의 참여가 아닌, 보다 폭넓은 지역 전체를 대상으로 참여대상이 확대되었고, 관광축제로 변화됨에 따른 관광객의 참여로 ‘일시적 연행 공동체’가 만들어져 운영되기 때문이다. 아울러 전승과 줄다리기 행사 과정에서 참여하는 과거와 달리 해당 지역 주민의 참여보다는 다양한 지역 시민들과 이해관계자들이 참여하는 부분에서 ‘느슨하고 포괄적인 지역공동체’로서의 인식과 접근이 필요하다. 이러한 여건에서 시민들은 단순한 무형유산의 향유자가 아닌, 전승활동에 참여하고, 유지하는 핵심으로서 기존과는 다른 전승교육과 정책 지원이 요구된다. 이를 통해 흔히 보존회로 인식되는 무형유산의 전승공동체와 전승주체를 보다 폭넓게 보는 것이 필요하고, 전승활동이 이루어지는 주체로서 다양한 이해관계자와 지역 사회를 인정해야 한다. 또한 소도시에서 전승되는 줄다리기와 같은 공동체 무형유산 종목의 활성화와 참여 확대를 위한 방안과 정책의 제시에 이러한 개념을 활용할 수 있다.

This study delves into the intricate process of rope making, examining its evolution and sustainability within the context of Gijisi Juldarigi, a national intangible heritage. Emphasis is placed on scrutinizing the composition and dynamics of the transmission community, as evidenced by the individuals engaged in rope making and their interplay with the local community.
The methodology employed encompasses an analysis of the multifaceted aspects of rope making, a craft that transforms the intangible cultural heritage of tug-of-war into tangible artifacts, with variations influenced by regional ecological and sociocultural factors. Notably, the adaptability of rope making to evolving transmission conditions, technological advancements, and stakeholder interventions underscores its status as a living intangible cultural heritage. The safeguarding of its essence necessitates meticulous documentation, scholarly inquiry, and the informed stewardship of experts attuned to its perpetual metamorphosis.
Furthermore, this paper investigates the evolving landscape of the transmission community, elucidating shifts observed among participants in rope making. While traditionally spearheaded by safeguarding associations, contemporary involvement spans a diverse spectrum of regional stakeholders. The duration of the rope making process, spanning approximately 40 days, witnesses the engagement of both wage laborers and safeguarding association members, alongside individuals from extraneous village communities and transient participants, including tourists. This departure from a previously homogeneous village-centric participation model is attributed to demographic changes, occupational diversification, and the transformation of tug-of-war into a tourism spectacle as ‘temporary performing communities.’ Consequently, the erstwhile localized focus has broadened to encompass a more inclusive and expansive community ethos, acknowledging the indispensable role played by diverse stakeholders in perpetuating transmission activities. This necessitates a paradigm shift into ‘loose but comprehensive local community’ in viewing the general populace not merely as passive spectators but as integral participants in the preservation and dissemination of intangible cultural heritage. Accordingly, tailored transmission education and policy interventions are imperative to empower communities and sustain the legacy of events such as tug-of-war, particularly in smaller urban locales.
In conclusion, this study advocates for a holistic reevaluation of the transmission community and its agents, transcending conventional preservationist frameworks to incorporate a diverse array of stakeholders and local communities. Such an inclusive approach is pivotal for devising strategies aimed at revitalizing communities and safeguarding intangible cultural heritage events like tug-of-war, particularly in the context of smaller municipalities.
