초록

(연구배경 및 목적) 스쿨존내의 어린이 교통사고는 최근 사회의 주요한 이슈가 되고 있으며, 정부는 어린이 교통사고 제로화를 목표를 채택하기도 하였다. 그럼에도 불구하고 스쿨존내 어린이 교통사고 건수는 지속해서 증가하고 있어 스쿨존 내 보행환경은 많은 개선을 필요로 하고 있다. 본 연구는 스쿨존 내 안전한 보행환경 조성을 목적으로 한다. 현재 어린이 교통사고가 가장 많이 발생하는 경기도 수원시 권선구의 초등학교 3곳을 대상으로 현장평가 및 참여형 워크숍을 통해 스쿨존 내 보행환경의 문제점을 파악하고 디자인 개선방안을 제시하고자 한다. (연구방법) 본 연구에서는 이론적 고찰을 통해 스쿨존 개념과 스쿨존 현황 및 문제점 그리고 스쿨존 내 보행환경 디자인 방향을 살펴본다. 다음으로 수원시 3곳 초등학교를 대상으로 학생과 학부모를 대상으로 한 참여 워크숍과 체크리스트를 통한 현장평가를 통해 학교 주변 스쿨존 보행환경의 문제점을 진단하고, 개선방안을 도출하고자 한다. (결과) 참여형 워크숍 및 현장평가 결과, 첫째, 불법 주정차 차량 문제는 참여형 워크숍에서 학생과 학부모가 가장 심각한 문제라고 제시되었다. 보행자 시야의 차폐로 교통사고 위험성이 매우 높아지기 때문이다. 둘째, 보차도 혼용과 좁은 보행로 역시 현장평가 및 참여 워크숍 결과 보행 안전성을 위협하는 요소였다. 이는 학교 주변으로 반드시 보행로를 확보하는 조치가 필요하며, 보행로 조성 시에는 보행자의 안전성 확보를 위해 자전거 전용 도로의 조성도 필요한 것으로 나타났다. 세 번째, 대상지 3곳에서 모두 부재했던, 승하차 존의 경우 등하교 시간에 교통사고 발생이 많다는 점을 고려한다면, 반드시 개선되어야 할 사항으로 나타났다. (결론) 본 연구에서는 스쿨존 내 안전한 보행환경 조성을 위한 개선방안을 도출하기 위해 어린이와 학부모의 관점에서 문제점을 파악하고자 참여형 워크숍을 진행하여 문제점 및 개선방안을 도출한 점에서 중요한 의의를 지니고 있다. 하지만 본 연구에서는 3개의 초등학교를 대상으로 현장조사 및 참여형 워크숍을 기반으로 개선방안을 모색했기 때문에 주변의 주택 유형 및 주변 환경의 다양성을 고려하지 못한 점이 있다. 따라서 향후 안전한 통학로를 조성하기 위한 연구에서는 보다 주택 유형, 경관 유형 등 다양한 주변 공간 특성을 고려하여 조사 및 분석이 요구된다.

영어초록

(Background and Purpose) Children's traffic accidents in the school zone have recently become a major issue in society, and the goal of zero traffic accidents for children has been adopted this year. Nevertheless, the number of child traffic accidents in the school zone is continuously increasing, and the walking environment in the school zone requires a lot of improvement. The purpose of this study is to create a safe walking environment in the school zone. Through on-site evaluation and participatory workshops on three elementary schools in Gwonseon-gu, Suwon, Gyeonggi-do, where children's traffic accidents occur the most, we will identify problems in the walking environment in the school zone and suggest ways to improve the design. (Method) In this study, we look at the concept of the school zone, the current status and problems of the school zone, and the direction of the design of the pedestrian environment in the school zone through theoretical consideration. Next, through an on-site evaluation of students and parents at three elementary schools in Suwon, we will diagnose problems in the walking environment of the school zone around the school and draw up improvement measures. (Results) As a result of participatory workshops and on-site evaluations, first, the problem of illegal parking vehicles was suggested to be the most serious problem for students and parents in participatory workshops. This is because the risk of traffic accidents increases very much due to the shielding of pedestrian vision. Second, the mixed use of sidewalks and narrow walking paths were also a threat to pedestrian safety as a result of on-site evaluations and participating workshops. This necessarily requires measures to secure walking paths around the school, and when creating walking paths, it is also necessary to create bicycle-only roads to ensure the safety of pedestrians. Third, the entry and exit zones, which were absent in all three destinations, were found to be something that must be improved, considering that there were many traffic accidents during school hours. (Conclusions) In this study, it is significant in that the participatory workshop was conducted to identify problems from the perspective of children and parents in order to derive improvement measures for creating a safe walking environment in the school zone. This study failed to take into account the types of houses around them and the diversity of the surrounding environment as it sought improvement measures based on field surveys and participatory workshops for three elementary schools. Therefore, research to create safe commuting routes in the future requires investigation and analysis in consideration of various surrounding space characteristics such as housing type and landscape type.
