초록

영락10년조에 대해 논쟁을 되풀이하는 이유는 비문 판독에 있다. 별고를 통해 비문을 재판독하여 10자를 새롭게 판독하고 소수설의 자형을 확인한 다음, 비문을 재검토했다.
‘안라인수병’은 “신라인 수병을 안치했다”라는 뜻으로 풀이된다. ‘안라인수병’을 ‘안라인의 수병’으로 보는 고유명사설은 성립하기 어렵다. 또 ‘안라인수병’의 존재를 통해 임나일본부설을 논증하거나 가야 지역에대한 왜의 영향력을 강조하려는 견해도 성립할 수 없다. 영락10년조는 최소 5개 단락으로 구분되는데, 비문 해석을 통해 다음 사항을 파악했다.
고구려의 전투 대상으로는 왜적과 백잔(백제)만 확인되고, 가야 諸國이 행위의 주체로 기술된 문장은 없다. 각 단락에서 주요 행위의 주체는 고구려군으로 상정되어 있고, 신라인은 고구려군에 의해 수비병으로안치되는 피동적인 존재로 그려지고 있다. 심지어 신라 도성의 복구도 고구려가 주도했고, 도성 수비대도고구려가 안치한 것으로 묘사했다.
고구려가 영락10년의 구원전을 통해 신라의 정치적 중심부인 도성을 점령했고, 도성 수비대에 대한 군사 지휘권까지 장악했다는 것이다. 실제 영락10년 이후에도 고구려군이 신라에 주둔하고, 왕위 계승까지좌우하는 등 신라의 국정에 깊숙이 개입했다. 고구려가 사실상 신라를 예속국으로 삼은 것이다. 이에 따라 고구려는 신라와 예속적인 외교관계를 확립했는데, 영락10년조 말미의 ‘聆事’는 이를 상징적으로 나타낸표현이다.
능비 찬자는 주변국이 고구려 중심의 천하질서에 소속되었다는 뜻에서 ‘속민’이라 일컫고, 소속의 징표로‘조공’을 했다고 기술했다. 속민과 조공은 고구려 중심의 천하질서를 상정하기 위한 개념으로 그 자체가 강력한 지배·예속관계를 뜻하지는 않는다. 주변국에 대한 강력한 지배·예속관계는 군사 활동을 통해 확립했는데, 영락10년 구원전 이후 신라왕이 직접 와서 고구려왕의 명을 듣는 ‘영사’ 행위를 한 것은 이를 잘 보여준다. 주변국 왕의 ‘영사’ 행위는 고구려 중심의 지배·예속적인 외교관계 확립의 중요한 수단이자 징표였다

영어초록

The biggest reason for the controversy over the Yeongnak 10-year article of Gwanggaeto’s Royal Tomb Monument is the reading of the inscription. Accordingly, I re-read the inscription through anoth er paper, newly read 10 characters, and confirmed a number of letters of the minority theory. Based on this, I reviewed the inscription.
The phrase “An-la-in-su-byeong(安羅人戍兵)” is interpreted as meaning “deployed a Silla garrison.” It is difficult to establish a well-known historical theory that sees “An-la-in-su-byeong” as “garrison of An-la people”. In addition, the view to argue the theory of the so-called Japanese governing ministry in the Imna(Gaya) region and the view to emphasize the influence of Japan on the Gaya region through the existence of the “Anline Marine” cannot be established. The 10-year article of Yeongnak is divided into at least five paragraphs, and the following can be identified through inscription interpretation.
Only Japanese enemies and Baekje troops appear as targets of Goguryeo’s battle, and many countries in Gaya do not appear as subjects of action. In each paragraph, the main subject of the action is as sumed to be the Goguryeo army. The Silla people are depicted as passive beings who are deployed as garrison by the Goguryeo army. Even the restoration of the Silla capital city was led by Goguryeo, and the Silla garrison in the capital was described as being deployed by Goguryeo.
It is said that Goguryeo occupied the capital, the political center of Silla, and took control of the mili tary command over the garrison of the capital. In fact, even after Yeongnak 10th year, Goguryeo troops were stationed in Silla and ruled the succession of the throne of Silla. Goguryeo actually made Silla a subordinate country. Accordingly, Goguryeo established subordinate diplomatic relations with Silla, and the phrase “RyeongSa(聆事)” at the end of the Yeongnak 10-year article is a symbolic expression of this.
The author of Gwanggaeto’s Royal Tomb Monument described that the neighboring countries were called “Sokmin(屬民)” to express that they belonged to the world order centered on Goguryeo, and that they made “tribute(朝貢)” as a sign of belonging. Sokmin and tributes are concepts to assume a world order centered on Goguryeo, and do not in themselves mean a strong ruling and subordinate relation ship. Through military activities, Goguryeo established strong dominance and subordination relation with neighboring countries. After the Salvation War of Yeongnak 10th year, the king of Silla came and performed the act of “RyeongSa” to hear the king’s order of Goguryeo, which symbolically shows the es tablishment of a strong governance and subordinate relationship. The “RyeongSa” act of the neighboring kings was an important means and sign of establishing subordinate diplomatic relations centered on Goguryeo.
