총력전시기 경성방송국 음악프로그램과 ‘국민’의 호명 (Music programs of Kyungseong Broadcasting Station during the all-out war period and the Naming of 'the Citizen')

초록

경성방송국은 개국 초기부터 조선인 청취자를 확보하기 위한 다양한노력을 기울였다. 그러나 중일전쟁 발발 이후 총력전체제로 돌입하면서경성방송국의 편성은 점차 정치적 프로파간다 쪽으로 기울기 시작한다.
이 연구에서는 중일전쟁 발발 이후의 경성방송국 음악프로그램을 살펴봄으로써 일제가 음악방송을 전쟁 프로파간다의 도구로 이용한 양상을 살펴보았다. 특히 태평양전쟁 발발 이후 가장 큰 변화를 보여주었던 아동대상음악프로그램과 대중음악 프로그램을 집중적으로 분석하였다.
경성방송국은 1941년부터 ‘국민학교방송’과 ‘소국민의 시간’을 편성하여 아동을 어린이가 아닌 총력전 체제에 적합한 ‘소국민’으로 훈육하고군국주의 프로파간다를 주입하기 위한 강좌와 음악을 방송했다. ‘소국민의 시간’에서 방송된 음악은 저학년 아동의 정서함양을 위한 동요와 창가에서부터 고학년 학생들을 대상으로 한 프로파간다적 창가와 국민가가 포함되어 있었다.
한편 중일전쟁 발발 이후 건전오락에 대한 논의가 촉발되었는데, 경성방송국은 건전오락 담론을 ‘가정가요지도’라는 프로그램을 통해 구체화했다. 또한 국민가 현상공모에서 선정된 국민가요들을 방송하는 ‘국민가요’와 ‘애국가요’, ‘국민합창’ 프로그램이 신설되기도 했다. 기존의 대중가요 프로그램에도 변화가 나타났는데, 소위 대륙물과 군국가요의 비중을높여가기 시작했다.
즉 총력전체제하 경성방송국 음악프로그램은 ‘국민’을 강조함으로써내선일체사상을 주입하고, 총후의 국민에게 적합한 ‘건전’하고 ‘명랑’한오락을 군국주의 프로파간다와 연계시킴으로써 식민지 조선인의 일상과감각을 재배치하고자 했다.

영어초록

Since its inception, Kyungsung Broadcasting Station has made various efforts to attract Korean listeners. As part of these efforts, the system was reorganized into a dual broadcasting system from April 26, 1933, and the proportion of music and entertainment programs favored by Koreans was expanded.
However, after the outbreak of the Sino-Japanese War, the organization of the Kyungsung Broadcasting Station gradually began to lean toward political propaganda. This study examined the music programs of Kyungseong Broadcasting Station after the outbreak of the Sino-Japanese War and analyzed the ways in which the Japanese imperialists used music broadcasting as a tool for war propaganda. In particular, this study focused on children's music programs and popular music programs, which showed the greatest changes since the outbreak of the Pacific War.
After 1941, Kyungseong Broadcasting Station organized the programs for the children such as the "National School Corner" and the "Corner for the Young Citizens" to train children as "citizen" suitable for the system of total war, and to broadcast lectures and music to instill militaristic propaganda. The music that was broadcast on "Corner for the Young Citizens" included nursery rhymes and songs aimed at the emotional cultivation of children in the lower grades, as well as propaganda songs and National songs aimed at older students.
On the other hand, after the outbreak of the Sino-Japanese War, there was a lot of discussion about wholesome entertainment, especially criticism of popular songs and the need to purify them. Kyungsung Broadcasting Station embodied the discourse of wholesome entertainment and music purification by introducing a new genre called 'household song' through a program called 'Household Song Guidance'. In addition, the programs such as 'National Song', 'Patriotic Song', and 'National Chorus' were newly established to broadcast the national songs selected in the several song prize contest for the national song. Changes were also made to the existing popular music programs, and the proportion of so-called continental songs and military songs began to increase.
In other words, under the all-out war system, the music programs of Kyungseong Broadcasting Station emphasized the "citizen" and tried to instill the ideology of Japan-Korea Integration. At the same time, it sought to rearrange the daily life and sensibility of colonial Koreans by emphasizing "wholesome" and "cheerful" entertainment suitable for the all-out war system, while linking the sense of "wholesomeness" and "cheerfulness" with militaristic propaganda.
