임둔․진번군의 치폐와 위치에 관한 재논의 (A New Study on the Establishment and Abolition of The two commanderies of Imdun and Jinbeon, and Their Location)

초록

漢이 고조선 故地를 군현으로 재편하면서 임둔군과 진번군을 설치한 것은 해당 지역을 고조선의 일부라고 인식했기 때문이다. 그러나 임둔군과 진번군은 설치 후 불과 20여 년 만에 폐지되고, 잔현의 일부는 낙랑군과 현도군 소속으로 재편되었다. 임둔군과 진번군은 현도군이나 낙랑군을 거쳐야만 요동군과 연결되는 지역이었기 때문에 지배의 효율성이나 비용의 측면에서 郡을 따로 운영하기에 부담이 컸다.
임둔군의 수현 동이현은 영동 7현 가운데 남부에 자리한 현이었다. 부조현을 제외한 영동의 6현은 임둔군의 잔현으로 이해된다. 애초 임둔군은 영동 지역 외에 영서 지역까지 아우르며 설치되었는데, 「낙랑군 호구부」에서 3구역으로 구분된 현 중 일부가 본래 임둔군의 속현이었을 가능성이 크다. 동이현은 영서와 영동을 연결하는 교통로의 거점으로 임둔군의 수현으로 기능하기에 적합했다.
그동안 진번군의 위치를 두고 낙랑군의 남쪽에 자리했다는 논의가 철안으로 여겨졌다. 그러나 결정적인 논거로 제시되었던 사료는 그 신빙성이 낮거나, 해석상 오류가 있었다. 이에 관련 사료를 재해석해서 진번군의 위치를 새롭게 비정했다. 진번군은 압록강 중하류의 양안에서 청천강 유역에 이르는 지역에 걸쳐 설치되어 있었다. 구체적으로 서쪽 해안까지 포괄했는지는 분명히 알 수 없지만, 적어도 동북쪽으로 서개마현(현도군)과 남쪽으로 패수현(낙랑군)을 진번군의 범위를 설정하는 기준으로 삼을 수 있다.

영어초록

When the Han(漢) Dynasty established the commanderies(郡) and prefectures(縣) on the old land of Old-Joseon(古朝鮮), Imdun Commandery(臨屯郡) and Jinbeon Commandery(眞番郡) were also established. This is because Jinbeon and Imdun were included in Old-Joseon. However, Jinbeon Commandery and Imdun Commandery were abolished only 20 years after their establishment, and some of the remaining prefectures were reorganized into Nakrang Commandery(樂浪郡) and Hyundo Commandery(玄菟郡). Since the Imdun Commandery and Jinbeon Commandery areas were connected to Yodong Commandery(遼東郡) only through Hyundo Commandery or Nakrang Commandery, it was burdensome to operate the commandery separately in terms of efficiency and cost of control.
Dongyi Prefecture(東暆縣), where the commandery office of Imdun Commandery was located, was located in the south of the seven prefectures of Yeongdong(嶺東). Except for Bujo Prefecture(夫租縣), the six prefectures in Yeongdong are understood as remnants of Imdun Commandery. Imdun Commandery was established covering the Yeongdong and Yeongseo(嶺西) area, and some of the prefectures included in the third district of 「Census register wooden tablet of Nakrang Commandery」 may have originally belonged to Imdun Commandery. Dongyi Prefecture was suitable as the location of the commandery office in Imdun Commandery as the center of the transportation route connecting Yeongseo and Yeongdong.
Until now, the discussion that the location of Jinbeon Commandery was located in the south of Nakrang Commandery was considered an ironclad idea. However, the historical materials that were presented as conclusive arguments had low credibility or errors in interpretation. Accordingly, the historical materials were reinterpreted and the location of Jinbeon Commandery was newly determined. The range of Jinbeon Commandery ranged from both sides of the middle and lower reaches of the Aprok River(鴨綠江) to the Cheongcheon River(淸川江) basin. It is not clear whether it covers the west coast. However, at least Seogaema Prefecture(西蓋馬縣) in the northeast and Paesu Prefecture(浿水縣) in the south can be used as criteria for setting the range of Jinbeon Commandery.
