직업재활사 특성 분석에 관한 연구 (A Study on the characteristics of vocational rehabilitation counselors)

초록

본 연구는 한국직업재활학회를 통해 발급되는 자격증을 지닌 직업재활사를 대상으로 하여 직업재활사 특성분석을 실시하였다. 한국직업재활학회는 1991년에 창립되어 28년의 역사를 지니고 있다. 그러나 현재까지 학회를 통해 배출된 직업재활사에 대한 분석연구는 한 번도 실시되지 못하였다. 따라서 본 연구는 그동안의 직업재활사 특성을 분석함으로서 학회활동을 점검하고, 앞으로의 학회 활동의 방향을 결정짓는 데에 기여할 수 있을 것이다.
본 연구의 결과는 다음과 같다. 첫째, 회원의 특성으로 학부의 전공은 직업재활학이 67.8%로 나타나고 있으며, 현재의 직종도 직업재활사가 60.0%로 나타나고 있다. 하루 중 직업재활 업무에 보내는 시간은 8시간이 가장 높게 나타나고 있으며, 내담자와의 직접 관계하는 시간은 1시간이라는 응답이 높은 것으로 나타났다. 둘째, 학회활동에 관한 사항에서는 회원들의 학회활동은 거의 이루어지지 않는 것으로 나타나고 있다. 학회연수 강좌에 기대되는 내용으로 직업평가의 지식과 기술, 직업재활 관련 제도 ․ 정책에 관한 사항으로 나타났다. 셋째, 직업재활에 관한 생애학습 환경에 관한 내용에서는 학습의 기회가 없다는 비율이 73.3%로 나타나고 있다. 직업재활 과정에서의 전문가와 내담자 간 책임의 비율은 50:50의 비율이 가장 높은 것으로 나타났으며 학회 연구의 우선순위에서는 장애특성별 직업재활과 직업재활 전문직의 교육체계, 직업재활 전문가의 전문성과 윤리로 나타나 직업재활사의 역할정립이 우선되어야 함을 알 수 있다. 마지막으로, 직업재활 전문성에 영향을 미치는 것으로 직업재활 근속기간, 내담자와의 직접적 관계 시간과의 비율로 나타났다.

영어초록

This survey research was intended to figure out the characteristics of vocational rehabilitation counselors in Korea. The Korean Society for Vocational Rehabilitation (KSVR) was established in 1991. This organization has been playing a significant role of expanding and developing various vocational rehabilitation services for persons with severe disabilities. However, the KSVR has not yet done research concerning the issues of professional vocational rehabilitation manpower.
This study analyzes factors affecting professional developments levels and the confidential perception of their professional roles as vocational rehabilitation counselors. The primary purpose of this study was to help counselors in vocational rehabilitation their duties and satisfaction levels as a professional and to provide more specialized services by examining of characteristics of their current conditions.
The study results can be summarized as the following:
First, the duration of work period and the length of time spent for their rehabilitation clients had the biggest impact on the professional identity. Their perception of work efficiency tend to have much stronger when they work longer and spend more time with their immediate clients.
Second, the vocational rehabilitation professionals report that they share their work responsibilities with their clients half and half, reflection the recent paradigm shift empowerment among persons with disabilities. Based on this paradigm, services providers should focus more on the quality aspect of service delivery rather than one of the quantity so that disabled persons life changes can be occurred. Therefor, future research efforts should deal with rehabilitation client's self-determination and full participation aspects.
Third, the vocational rehabilitation professionalism tends to be developed by participation and presenting papers at the conference of professional organizations such as Korea Society Vocational Rehabilitation.
Fourth, vocational rehabilitation professionals anticipated and expected to have research topics of employment assistance programs, knowledge and skill areas of vocational assessment, and vocational rehabilitation policies including other issues of roles functions of vocational rehabilitation.
