버스정류장의 유니버설 디자인 적용 현황에 관한 연구 - 한·중 버스정류장 사례를 중심으로 - (Application of Universal Design in Bus Stops - Comparing Cases of Korea and China -)

초록

(연구배경 및 목적) 전 세계적으로 인구의 고령화가 가속화되고 있는 상황에서 무장애 시설에 대한 수요가 점차 증가하고 있다. 장애인과 노인을 위한 무장애 디자인과 같이 어떠한 그룹을 배려한 특별한 디자인이 오히려 이들을 일반인과 차별하는 결과를 초래할 수 있다는 것을 알게 된 후, 이에 대한 해결책으로 유니버설 디자인이 제안되었다. 즉, 모든 이용자의 요구를 충족시키기 위해 고안된 유니버설 디자인은 다양한 분야에서 점점 더 주목받고 있다. 버스정류장은 도시 대중교통 시스템의 중요한 부분이다. 이에 본 연구는 한국과 중국 버스정류장에서의 유니버설 디자인 적용 현황을 조사하고, 비교 분석을 통해 양국 버스정류장의 디자인 발전 방향을 제안하고자 했다. (연구방법) 본 연구는 이론적 고찰을 통해 유니버설 디자인과 버스정류장의 개념을 정리하였으며, 최근 10년간 공공시설의 유니버설 디자인 요소에 관한 선행 연구를 바탕으로 사례 분석의 프레임워크를 도출하였다. 정보성, 쾌적성, 수용성, 융통성, 접근성, 안전성, 총 6가지의 유니버설 디자인 요소로 구성된 프레임워크를 활용하여 한국과 중국의 총 8개 버스정류장 사례를 선정하여 분석함으로써, 현재 양국 버스정류장의 유니버설 디자인에 있어 격차와 부족한 점을 도출하고 이를 개선시킬 방향을 제시하였다. (결과) 한국의 수도 서울의 버스정류장은 정보성과 접근성 면에서 우수함을 보였다. 그러나 쾌적성, 융통성, 안전성 및 수용성의 개선이 요구된다. 반면, 중국의 수도 베이징의 버스정류장은 접근성은 뛰어났지만, 나머지 다섯 가지의 유니버설 디자인 모든 측면에서 향상이 필요하다고 분석되었다. 전반적으로 서울의 버스정류장이 베이징에 비해 유니버설 디자인의 적용이 더 우수한 것으로 나타났으나, 안전성 측면에서만은 베이징의 버스정류장이 서울보다 높은 적용 현황을 보였다. 특히 수용성 측면에서 양국의 버스정류장 모두 개선이 필요함을 확인하였다. 즉, 베이징과 서울 모두 유니버설 디자인의 적용에 있어 접근성 측면에서만 모든 세부사항을 충족시키고 있었다. 이는 무장애 디자인의 물리적 요소에서 나아가 유니버설 디자인 측면으로 발전되어야 함을 보여준다고 하겠다. (결론) 한국과 중국의 버스정류장에 있어 유니버설 디자인 적용 현황을 비교한 결과, 각각의 장단점이 존재하며 이는 상호 참고 및 개선의 기회가 될 수 있다 하겠다. 분석 결과를 바탕으로 서울의 버스정류장 유니버설 디자인에 대해 2가지, 베이징의 버스정류장에 대해서는 5가지의 사항을 제안하였다. 유니버설 디자인의 이념을 실제 버스정류장 공간에 충실히 반영함으로써, 모든 사람이 편리하고 안전하게 사용할 수 있는 환경을 조성할 수 있기를 바란다.

영어초록

(Background and Purpose) As the aging population increases rapidly worldwide, the demand for barrier-free facilities is also increasing. Considering that special designs that are aimed at certain groups, such as barrier-free designs for the disabled and elderly can lead to discrimination against them by the public, a universal design was proposed as a key solution. Universal designs that meet the needs of all users are attracting increasing attention in various fields. Bus stops are important elements in urban public transportation systems. This study investigated the application status of universal designs at bus stops in Korea and China. A desirable design direction for bus stops in both countries was proposed through a comparative analysis. (Method) This study summarized the concept of universal design through a literature review. We prepared a case analysis framework based on the universal design elements of public facilities over the past 10 years. By selecting and analyzing eight bus -stop cases in Korea and China, we used a framework consisting of six universal design elements: informativity, comfort, adaptability, flexibility, accessibility, and safety. This study highlighted the gaps and flaws in the application of universal bus-stop designs in both countries. It then suggested a direction for improving the universal design of bus stops in both countries. (Results) Bus stops in Seoul, the capital of Korea, showed excellent informativity and accessibility. However, improvements in the dimensions of comfort, flexibility, safety, and adaptability were required. At the same time, the bus stop in Beijing, the capital of China, had excellent accessibility, but was lacking in all the other five aspects of the universal design elements. Overall, the level of universal design was better in Seoul than in Beijing; however, in terms of safety, Beijing's bus stops were better than those of Seoul. In particular, it was confirmed that improvements in adaptability were necessary for bus stops in both countries. Both bus stops in Seoul and Beijing met all the requirements only in terms of accessibility in the application of the universal design. This analysis showed that

it must be developed from the physical element of barrier-free design to the aspect of universal design. (Conclusions) After comparing the application status of the universal design in bus stops in Korea and China, we found that each has its own strengths and limitations, which can provide an opportunity for mutual reference and improvement. Based on the analytical findings, we proposed two suggestions for the universal design of bus stops in Seoul and five suggestions for bus stops in Beijing. By reflecting the spirit of universal design in an actual bus stop space, we hope to create an environment in which everyone can use them conveniently and safely.
